Job Description

Call for Expression of Interest (EOI)

Subject: Expression of Interest for Consulting Services – Institutional Strengthening

1. Background
The Ministry of Climate Change, Energy, Meteorology, Environment, Geohazards, and Disaster Management (MCCEMEGDM) coordinates sectors dealing with climate change, meteorology, geological, and disaster risk management. Established in 2014, the Ministry is comprised of the Department of Climate Change (DoCC), Department of Energy (DOE), Vanuatu Meteorology and Geohazards Department (VMGD), Department of Environmental Protection and Conservation (DEPC), and National Disaster Management Office (NDMO). Guided by its Corporate Plan (CP) 2022-2026, the Ministry requires a capacity review and restructuring to address gaps and enhance performance.

2. Objective
To strengthen the Ministry’s institutional capacity by conducting a capacity review, restructuring the Ministry, and developing a Human Resource Development (HRD) plan.

3. Scope of Work
Stage 1: Ministry Capacity Review

  • Undertake a Ministry gap and/or capacity review.
  • Provide strategic recommendations to address these gaps.

Stage 2: Review Relevant Ministry Legislations and Policies

  • Review the Meteorology, Geological Hazards, and Climate Change Act and other necessary legislations.
  • Provide strategic analysis and recommendations to address findings.

Stage 3: Ministry Restructure

  • Provide technical support for developing and progressing the restructure for the Ministry’s departments and units in alignment with the current Corporate Plan.
  • Organize consultation meetings within MoCC and with partner agencies.
  • Review and develop job descriptions for new positions.
  • Develop a costing and implementation plan for the restructures.

Stage 4: Develop the Ministry Human Resource Development Plan

  • Review existing plans and policies.
  • Conduct a training needs analysis assessment.
  • Produce reports with practical recommendations.
  • Develop a user-friendly HRD plan.

Stage 5: Review Outcomes of Recent COP Meetings

  • Conduct a cost-benefit analysis of the Government’s participation at COP27, COP28 (UNFCCC), and COP15 (UNCBD).
  • Develop a final report with recommendations for future participation.

Stage 6: Review Conventions

  • Liaise with the Department of Foreign Affairs to identify relevant conventions.
  • Evaluate the benefits and obligations of Vanuatu’s affiliation with these conventions.
  • Make recommendations to address identified challenges.

4. Criteria for Consultants

  • Qualifications: Master’s degree in management, human resources, or international development.
  • Experience: At least 10 years of experience in similar roles, preferably in developing countries, with a strong background in Climate Change Environment and Disaster Management.
  • Expertise: Demonstrable experience in public administration and human resource management.
