CARE Vanuatu is seeking four (4) committed and experience Project Officers to support the implementation of the EU-funded ‘YUMI GAVMAN’ project in Tanna, Tafea Province.
The YUMI GAVMAN project aims to strengthen inclusive local governance in Tanna by empowering civil society and local government actors to foster participatory, accountable, and resilient governance
systemsThis is an excellent opportunity to contribute to strengthening inclusive, accountable, and resilient governance systems in Tafea Province.
This position is based in Tanna, Tafea Province with regular travel required to target communities across Tanna and, where necessary, the outer islands.
Your major responsibilities will be varied and will include:
- Support planning and delivery of trainings, workshops, and community engagement activities for CDCs, Pillar Councils, and Area Councils.
- Assist with rollout of the digital Community Score Card (CSC) and facilitate community–service provider engagement.
- Support operations of youth-led digital civic engagement initiatives and content creation.
- Promote inclusive community participation, especially for women, youth, and persons with disabilities.
- Assist with capacity building, community mobilization, and digital outreach activities.
- Support data collection, monitoring visits, feedback mechanisms, and reporting (MEAL).
- Ensure compliance with safeguarding policies and support basic financial tracking.
- Contribute to emergency response activities and uphold a safe, inclusive work environment.
Required qualifications and skills:
- Minimum technical diploma and/ or Vocational Training in Social Sciences, Development Studies, Public Administration, or related field preferred.
- Minimum 2-3 years of experience in community development, governance, or related project implementation.
- Experience working with local government structures, civil society, or community groups is highly desirable.
- Strong organizational and communication skills, with ability to work collaboratively in a team.
- Proficiency in Bislama, with good oral and written English; local language is an advantage.
- Familiarity with digital data collection tools (e.g., Kobo Toolbox) is preferred.
- Good IT software skills, keyboard/data entry and numeracy skills required
- Commitment to gender equality, social inclusion, and safeguarding principles.
- Ability to travel frequently within Tanna and surrounding areas
