Contract WATER SYSTEM ENGINEER
Job Description
Scope of Work:
The consultant will use their existing engineering background to create specifications and rates that can be used in DoWR Request for Quotations and Tenders.
Tasks to be completed:
1. In consultation with DoWR and UNICEF engineers and procurement team, finalize a list of specifications and rates to be created.
2. Submit a schedule and proposed number of days required to create the specifications and rates to DoWR for approval before start of work.
3. Review specifications and rates used by Public Works, MoET, MoH and DoWR in Vanuatu and other Pacific countries.
4. Independently create appropriate specifications and rates to be used in rural water supply systems in Vanuatu.
5. Present specifications and rates to DoWR Staff and UNICEF for feedback.
6. Incorporate feedback from DoWR and UNICEF staff into the specifications and rates
7. Present specifications created with the WASH Sector, including the private sector during a WASH Sector meeting and online via the Google Group
8. Submit finalized specifications and rates.
Minimum Qualifications and Competencies:
- Experience creating water detailed engineering designs in Vanuatu
- Experience writing or responding to request for quotation or tender documents for rural water supply systems
- Experience creating engineering specifications
- Skills necessary to calculate rates for engineering activities
- Proven communication skills in cross-cultural contexts
- Ability to operate at a high level, in a complex, changing environment, anticipate risk and respond flexibly to changing circumstances
- Strong English written communication.
