Job Description
Objective and Purpose of the Assignment
The Asian Development Bank (ADB) is supporting the Government of Vanuatu to prepare and implement the Luganville Urban Water Supply and Sanitation Project (LUWSSP). The project will improve access to integrated and resilient urban water supply and sanitation (WSS) services in greater Luganville, Vanuatu. Feasibility studies for improvements to urban WSS were prepared in 2018 under the guidance of an ADB regional TA. A technical assessment and design consultant (TADC) firm is now being engaged under the project readiness financing (PRF) to support with preparation of designs, bidding documents and other due diligence documents for the ensuing ADB financed investment project.
One of the proposed project’s outputs is to improve the water supply access, quality and resilience in Luganville. The water supply component of the ensuing investment project is expected to include a 7-year service improvement contract with the aim of improving customer service levels through a combination of operations and maintenance (O&M), an efficient program of capital works and skills transfer to DOWR staff. Investments/ works will likely include: (a) new, more climate resilient bore field, chlorination facility and pump station; (b) new bulk transmissions mains and climate resilient treated water storage facilities; (c) improvements to the reticulation network, including NRW reduction; (d) expansion of the distribution network, and (e) tariff reform and improvements to billing and collection.
The Department of Water Resources (DOWR) of the Ministry of Lands and Natural Resources (MLNR) will be the key implementing agency for the
water supply components of the project. A project implementation unit (PIU) has been established in Luganville.
Minimum Qualification Requirements
The consultant will have at least Bachelor level qualifications in civil, mechanical, electrical or environmental engineering, hydrology or similar field and: (i) a minimum 5 years’ experience in water supply; and (ii) implementation and supervision of water supply projects in Vanuatu (preferably urban water supply). The consultant will preferably have demonstrated experience in an advisory role for government and have an excellent command of written and spoken English.
