Contract WASH CONSULTANT
Job Description
Summary of Task
The aim of the consultancy is to review existing WASH Cluster Standard Operating Procedures for disaster response within the Department of Water Resources. The consultancy will be carried out in 35 days during a two months period from the signing of the contract.
Responsibilities
As per the full Terms of Reference, the consultant will be paid based on the following deliverables:
- Inception report: it will include the proposed methodologies, data collection and reporting plans with draft data and analysis tools, such as interview guides, a timeframe with firm dates for deliverables, and refinement of scope of the consultancy. (5 days)
- Report or documentation which includes result of mapping, review and gap analysis. (5 days)
- Draft SOP presentated to wash partners for consultation purposes (15 days)
- Final WASH Cluster SOP for endorsement by Director as National cluster lead (10 days)
Qualifications or Specialized Knowledge/Experienced Required:
1. Knowledge of global wash cluster mandate, strategies, policies, practices and procedures
2. Experience in the development of guidelines and/or procedures for business process management, with specific experience in SOPs for disaster response in a humanitarian context.
3. Experience in operational management of humanitarian operations, preferably with pacific region
4. Strong analytical skills and ability to clearly synthesize and present findings, draw practical conclusions, make recommendations and to prepare well-written reports in a timely manner
5. Demonstrated capacity to work independently
6. Minimum qualification of a Master’s degree in relevant field of study or equivalent combination of education and relevant work experience
7. Immediate availability for the period indicated.
Consultant’s Work Place:
The consultant will be based in Port Vila, Department of Water Resources Office.
