Job Description

CARE International in Vanuatu has a focus on Gender Equality, Disaster Risk Reduction (DRR), and Climate Change Adaptation (CCA), Humanitarian Preparedness and Emergency Response.

CARE Vanuatu is seeking individuals for the following positions:

1. Senior Officer – Gender Equality Together (GET)

The Senior Officer GET will be responsible for contributing to effective implementation of GET program activities and achieving GET program objectives both through directly leading on activity implementation, and supervising a team of staff to undertake activities.

Your major responsibilities will be varied and will include:

  • Work with the CARE Vanuatu Gender Equality Team, to support the development and implementation of CARE Vanuatu’s Gender Equality program (including re-design)
  • Supervise GET project team members including providing advice and guidance, managing performance, budgets and other approvals, preparing annual planning and performance appraisals
  • Support the Project Manager to prepare clear plans and budgets for GET activities
  • Lead development of monthly reports and ensure GET team activity reports are submitted to line manager on time

Required qualifications and skills:
EXPERIENCE AND QUALIFICATIONS:

  • Minimum Bachelor’s degree in social studies, Gender studies (or equivalent) and /or minimum 3-4 years relevant work experience, preferably in community based development work and/ or activity implementation with an International Non-Government Organisation (INGO)
  • Proven experience in training and facilitation;
  • Good understanding of gender equality and gender capacity strengthening initiatives
  • Experience in developing training packages and supporting teams through a trainer of trainer approach;
  • Fluent oral and written Bislama

2. Procurement Officer

The Officer – Procurement is responsible for managing all procurement and ensures that it is completed in a timely, effective and efficient manner, in compliance with all CARE and donor policies and procedures and where possible within budget.

Your major responsibilities will be varied and will include:

  • Ensure adherence to all procurement CARE policies, donor requirements and procedures
  • Represent CARE externally to suppliers, vendors, service providers, customs (under the supervision of the line manager)
  • Responsible for the daily coordination of CARE Vanuatu procurement, including deliveries from suppliers
  • Maintain all procurement files with completed documentation

Required qualifications and skills:
EXPERIENCE AND QUALIFICATIONS:

  • Minimum technical diploma and/ or vocational training in procurement, inventory and asset management and/ or minimum 2 – 3 years relevant work experience, preferably in procurement with an International Non-Government Organisation (INGO);
  • Excellent communication skills in Bislama and intermediate (very good) in English;
  • Ability to support the coordination of the procurement function with integrity and implement procedures and processes, with minimal supervision;
  • Knowledge of relevant Vanuatu custom, procurement and tax laws;
  • Demonstrated high level organisational and time management skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment;
  • Proven ability to develop networks and relationships with key stakeholders;
  • Proven ability in managing a budget and/ or cash
