Job Description

OFFICE OF THE DIRECTOR GENERAL

The Ministry of Lands & Natural Resources wishes to recruit and fill the following vacant positions within the Land Survey Unit and Lands Department. The officers will work directly with Survey unit and Lands Department ensuring efficient services within the Ministry.

1. Position Title: Senior Cartographer – PS 6.1 VT 1,906,500

TASKS AND RESPONSIBILITIES

  • Create and supervise a Vanuatu National Cadastral frame( spatial)
  • Facilitate the creation of the National Cadastral Database System
  • Supervise cadastral geodetic frame linkages
  • Coordinate cadastral geodetic database frame linkage, maintenance & upgrade
  • Supervision of digital development of cadastral data
  • Official application of Negotiator certificate and building permit
  • Oversee allocation of new titles, their recording and maintenance of title data base
  • Supervise official survey plans and proposal layout checks for registered surveyors and government surveys
  • Supervise certification of official plans for registration or surrender of lease on advice from Land Records Section
  • Coordinate zoning of mini township
  • Supervise a National Cadastral digital and hardcopy archiving system
  • Supervise ongoing supply of drafting , scanning and archived materials
  • Conduct staff performance appraisals
  • Compliance with code of conduct of Department of Lands
  • Any other duty as requested by supervisor

Essential Qualification Required

  • Candidates applying for this position must have a degree in
  • Special business education in Cartographer or Surveying or any related field. A high qualification may be an advantage but not an essential requirement.
  • Candidate must have at least 5 year experience in Cartographer or surveying related field
  • Must demonstrate a good understanding of Public Service Act
  • Posses good knowledge of surveying standards in Vanuatu
  • Must possess a good negotiation skill, surveying skill, supervision skill, analytical skill, report writing skill and computer literate
  • Candidates must have the ability to think analytically and practically
  • Must be able to write and speak Bislama, English or French

2. Position Title: Cartographer – PS 5.1 VT 1,513,100
The position reports directly to the Senior Cartographer of the Ministry of Lands & Natural Resources

Duties and Responsibilities

  • Verify/ check official survey plans and proposal layout checks
  • Respond to enquiries form Land records and customs – rates & taxes regarding title search registration information and title numbers
  • Allocation of Title Numbers and new surveys
  • Update title records and database
  • Certify survey Plans on advice from Land Records and update titles records and database
  • Cancellation of survey plans on advice of surrender form land records and update title records and database
  • Compliance with department of lands code of conduct
  • Any duties as reasonably requested by the Sectoral Development Coordinator.

Essential Qualification and Responsibilities

  • Candidates applying for this position must have and Certificate or Diploma in cartography or surveying or related field.
  • Special business education in Cartography or Surveying is highly preferable
  • At least three (3) years of experience in survey, drafting and Cartography
  • High level of expertise with Microsoft Office Suite especially Excel
  • Must be analytical, creative thinker
  • Excellent communication skills both written and verbal
  • Honest, Punctual and respect
  • Be able to communicate effectively in Bislama, English and/or French

3. Position Title: Senior Land Officer North – PS 5.1 VT 1,513,100

Duties and Responsibilities

  • Ensure that any development has permission and that planning requirements are adhered to
  • Document and report preparation
    a) Certification of site inspection reports ( compliance audit LMPC and subdivision) in Luganville
    b) Certification of documents relating to Planning and Enforcement
  • Site report on development and forfeiture for court actions or referral to the Valuer General for determination
  • Provide clear guidelines to provide to people such as proprietor and developers and custom owners on planning, subdivision requirement and other any requirements ( eg: foreshore)
  • Negotiation of solutions when planning permission has been breach
  • Keep record of state owned properties ,I, e., 1) Disputed public land and potential public sites; 20 government own properties
  • Investigate, gathering evidence and presenting it to the Principal Lands Officer for compensation or instigate forfeiture where a solution cannot be negotiated or if a breach continues
  • Provide feedback on development proposal and decision making for LMPC and to PLO
  • Attend meeting with line agencies on Land Use matters
  • Attend Valuer General hearings to provide clarification on various Land issues
  • Attend to complaints and correspondences
  • Liaise with Principal Lands Officer to design policy parameter of controlling unattended stated properties eg: riparian, wetland, swamp, etc.
  • Compliance with code of conduct of Department of Lands
  • General administrative duties; and other duties as reasonably requested by Principal Lands Officer, Director of Lands, Survey and Registry

Essential Qualification Required

  • Minimum qualification required for this position is a degree in I Land Management
  • Special education in Land Management or Business Administration
  • 3-5 years’ in relevant work experience especially in the area of the planning administration. Legal knowledge would be an advantage
  • Excellent computer skills, negotiation skills, management skills, planning and reporting skills, interpretation skills
  • Must be analytical, creative thinker and can work as part of a team
  • Excellent communication skill, written and spoken
  • Must be of good character
  • Must have respect for his/her superiors and cooperative
  • Be able to communicate effectively in Bislama, English and/or French

4. Position Title: GIS Technician – PS 5.1 VT 1,513,100

Duties and Responsibilities

  • Manage the website for the Ministry of Lands and other social links
  • Develop and assist in designing web based systems for the Ministry of Lands
  • Develop and assist in developing business planning for any database systems
  • Assist in managing e-system in house
  • Conduct simple e-training for all staff
  • Produce pamphlets on the use of e-system
  • Produce monthly newspaper for the Ministry of Land
  • Produce weekly updates on Land issues
  • Assist in trouble shooting
  • Any other duties required by ICT Manager

Essential Qualification Required

  • Minimum qualification required for this position is a degree in ICT
  • Special business education in ICT or any related field
  • 3-5 year experience in ICT or related filed with the knowledge of various softwares and the tabular data linkages
  • Strong ICT skills, good visual basic programming skills, analytical and problem solving skills and liaison skills
  • Must be practical, analytical, creative thinker
  • Excellent communication skill, written and spoken
  • Must be of good character
  • Must be punctual, reliable, honest, ability to work as a team
  • Be able to communicate effectively in Bislama, English and/or French

5. Position Title: Drafting Technician – PS 4.1 VT 1,195,500

Duties and Responsibilities

  • Maintain and upgrade the National Cadastral Frame (hardcopy) withy focus on northern areas
  • Update National Cadastral of full urban and rural official approved boundary surveys and subdivisions an hardcopy
  • Update National Cadastral form hardcopy to softcopy using appropriate software
  • Finalise official survey plans for government surveys
  • Create and maintain a Northern Region cadastral hardcopy archiving system
  • Assist Surveyor with survey in the field
  • Assist a needed surveys with registration of new titles and buildings
  • Any other duties reasonably requested by Supervisor

Essential Qualification and Requirements

  • Minimum qualification required for this position is a Certificate or Diploma
  • Special business education in Mathematics or any other related field
  • 3 year experience in surveying or related filed with the good knowledge in computer
  • Knowledge of Liscad and MapInfo, software, survey and drafting skills and report writing skills
  • Must be practical and creative thinker
  • Excellent communication skill, written and spoken
  • Must be of good character
  • Must be punctual, reliable, honest, ability to work as a team
  • Be able to communicate effectively in Bislama, English and/or French
