Terms of Reference
Project: Transport Services
Duration: From July 2021 to July 2022 and potential agreement to extend if satisfaction of the service provided to CARE program result.
Location: Port Vila CARE Office
About CARE International in Vanuatu
CARE is an international humanitarian aid organisation fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. As a non-religious and non-political organisation, CARE works with communities to help overcome poverty by supporting development projects and providing emergency assistance. We believe supporting women and girls is one of the most effective ways to create sustainable outcomes in poor communities.
CARE International has been working in Vanuatu since 2008 supporting communities to strengthen their ability to prepare for and respond to disasters and to empower women and girls.
About the transfer service provider:
The successful bidder shall provide vehicle and drivers with requisite experience, education and other resource to provide transportation services to CARE International, Port Vila office as define in this Terms of Reference (TOR)
Service:
The successful bidder shall be responsible for providing all vehicle and drivers for the execution of service.
The successful bidder shall provide transportation service as follows:
- Rout: Staff accommodation to airport.
- Rout: Airport to Staff accommodation.
- Other itineraries has requested by CARE program team in Port Vila
The successful bidder shall have:
- Trip coordination capacity,
- Basic knowledge of English language,
- Possibility to maintain permanent telephone contact with CARE operation team.
- Do not have any criminal record of drinking and driving.
- State issued licenses and other mandatory permits on passenger transportation.
- Insurance covered for transporting passenger.
- Drives a vehicle (bus) that has passed roadworthiness inspections and in good working state.
- The vehicle must have all up to date documents (Road tax etc..)
The successful bidder shall arrange and cover all cost related to maintenance of the bus or taxi and will be in charge of paying the driver of the vehicle or Bus.
Driver and owner:
The successful bidder shall be responsible to ensure that driver have the following:
Hold valid driving license,
Have a minimum of 7 years of vehicle driving experience,
Have knowledge of Port Vila and Efate off roads,
Have knowledge of CARE code of Conduct,
Have knowledge of CARE projects,
Must able to take instruction and request from female manager,
Must be able to be patience,
Vehicle type:
Bus: Toyota Bus that can feet 10 to 15 people
The vehicle use by CARE transportation services shall be:
Maximum 1 to 3 year old
The successful bidder shall keep the vehicle in good technical condition and arrange for their regular maintenance.
