TERMS OF REFERENCE (TOR)

Position Title: WASH Project Officer
Reporting to: WASH Manager
Advised by: Country Manager- Vanuatu
Location: This position is based in Luganville, Santo, Vanuatu.

A. ROLE:
The Project Officer works with Live & Learn Vanuatu (LLV) local partners and the government to implement project activities in communities, schools, and health facilities. He/she works under the WASH Manager and coordinates with other LLV officers to ensure project activities are implemented smoothly.

B. KEY RESPONSIBILITIES:

  • Conducts community mobilization and training in selected communities, schools, and health facilities.
  • Work with communities, schools, and health facilities in conducting required assessments and evaluations. This includes baselines, midterm evaluation endline evaluation and other WASH technical assessments as required.
  • Assists in the preparation of project work plans and ensures planned project activities are implemented within the scheduled project duration.
  • Monitors implementation of project activities prepares and shares field reports with the WASH Manager.
  • Documents lessons learned, and best practices to improve efficiency and overall program quality.
  • Technical focal person for both WASH-related activities in the field.
  • Increase the community knowledge and practices leading to greater community resilience to the impacts of climate change and disasters.
  • Helps in facilitating training and workshops, including developing training plans, course notes and session reports for all training and workshops.
  • Promote the importance and awareness of gender equality and social inclusion in all our activities.
  • Works with the Knowledge and Learning team in documenting success stories and social media
    posts and blog stories.
  • Performs any other duties as may be assigned by the WASH Manager and the senior management team members.

C. EXPERIENCE, SKILLS, AND EDUCATION:

  • Tertiary qualification in community development, environmental science, public promotion or Public Health Engineering or related fields.
  • Knowledge of WASH, climate change and community development project planning and implementation.
  • Understanding Gender and Social Inclusion in planning and implementing WASH activities. • Excellent organizational and interpersonal skills.
  • Well-developed written and verbal communication skills.
  • Ability to ensure compliance with donor’s reporting requirements.

D. DURATION OF WORK

The work will be for 12 months with the possibility to extend the contract based on fund availability.
