TERMS OF REFERENCE (TOR) – WASH MANAGER

Position Title: WASH Manager
Reports To: LLV Country Manager – Vanuatu
Advised By: WASH Program Manager/Technical Advisors (Live & Learn Network)
Location: This position is based in Port Vila, Vanautu

A. ROLE:
Live and Learn Vanuatu’s WASH Manager will be responsible for providing strategic and technical support in planning, implementation, monitoring, evaluation, and reporting of the various WASH projects in Vanuatu. S/he will be required to regularly visit project sites to monitor and report on the quality of WASH program interventions. The position holder will represent LLV in WASH-related coordination forums, and technical working groups and liaise with relevant governmental departments and various related NGO partners in Vanuatu. She/he coordinates with WASH technical managers/advisors based in Melbourne and reports to the Country Manager in Vanuatu.

B. KEY RESPONSIBILITIES:

Project Planning and implementation:

  • Leads the team in the project planning process including the development of field plans and quarterly plans.
  • Develops and shares budget projections needed for implementation of project activities.
  • Leads the team to manage and implement WASH projects to ensure all project activities and budget are spent according to plan.
  • Ensures standards and approaches are consistently applied to improve quality and climate resilience.
  • Supervises the WASH project Officer(s) to perform field level planning and implementation of project activities.
  • Offer technical support to officers for both WASH hardware and software components of the project.

Monitoring, Evaluation, Knowledge, and Learning:

  • Support in-country team to conduct WASH project assessments, studies, and surveys.
  • Leads in monitoring and reporting WASH project achievements including activity targets and indicators.
  • Ensures there is timely preparation and submission of required project reports and progress updates.
  • Implements recommendations from the external evaluation of WASH projects as well as technical recommendations from Melbourne-based WASH advisors etc.
  • Undertakes regular field visits to monitor WASH project activities and conducts in-country periodic project reviews.
  • Documents lessons learned, best practices and field success/human stories for continuous improvement of Climate Resilient WASH programming.
  • Technical Focal person for overseeing WASH-related M&E and K&L systems and tools in-country.

Coordination and Representation:

  • Represents LLEE at all WASH cluster meetings or any other WASH-related forums in Vanuatu.
  • Fosters, develops and maintains strong partnership relationships and regular contact with national and international WASH NGOs, UN agencies, government officials, and other stakeholders working in Vanuatu.

Trainings/Capacity building

Conducts capacity assessment of LLEE and partner’s staff and recommends capacity-building plans.
Provide on-job capacity building for LLEE WASH programs staff as well as partner staff where required.

WASH Technical Oversight:

  • Offers overall WASH technical guidance to the WASH team under his/her assigned project.
  • Reviews and recommends appropriate WASH designs, approaches, and methodologies for effective and sustainable Climate resilience WASH programming.
  • Works with the WASH advisor/Managers (Melbourne) to review WASH technical guidelines and SOPs.

C. EXPERIENCE, SKILLS, AND OTHER QUALIFICATIONS:

  • University Degree in community development, environmental science, Public Health promotion or Public Health Engineering or related field.
  • At least 3 years of proven experience in Climate resilient WASH project cycle management.
  • Understanding of use Gender and Social Inclusion lens in planning and implementing WASH activities.
  • People management skills and demonstrated ability to lead teams.
  • Computer literate in MS office word, Excel, PowerPoint and the internet.
  • Well-developed written and verbal communication skills.
