Contract TERMS OF REFERENCE (TOR) – PROJECT PROCUREMENT OFFICER

Job Description

BACKGROUND:

The Department of Water Resources (DOWR) under the aegis of the Ministry of Lands and Natural Resources (MLNR) is the nation agency responsible for the water sector in Vanuatu. DOWR is both an implementing agency and a regulator with primary focus on community water supplies. DOWR was established in 2016 after amendment to the Water Supply Act of 2002 which saw the amalgamation of the urban water services under Public Works Department and the Rural Water Supply and Water Resources Unit of the former Department of Geology, Mines and Water Resources.

With the implementation of the key policy: Vanuatu National Water Policy (2017-2030), DOWR is rolling out the National Implementation Plan (NIP) which is a framework for identifying, prioritizing and implementing community water supplies around Vanuatu. The framework streamlines and identify funding resources and promotes the ability for collaboration with different implementing partners on priorities identified at Provincial level. As part of preparation and human resourcing capacity building towards successfully implementing NIP, DOWR is putting effort into development of its capacity in different areas and one important one is in terms of procurement and contract management. The Vanuatu National Water Policy seeks to deliver the policy objectives established by the National Sustainable Development Plan (2016-2030).

RESPONSIBILITIES:

  • Create Request for Quotations (RFQ) and Request for Tender (RFT) documents based on Engineers and Technicians Estimates.
  • Prepare Bidding and evaluations documents.
  • Prepares Contract documents.
  • Collected quotation and prepares purchase request.
  • Verify from suppliers the correct quality and quantity of item supplied.
  • Prepare, Monitor and file Goods Received Notes.
  • Prepares procurement meeting minutes.

MINIMUM QUALIFICATIONS AND COMPETENCIES:

  • Bachelor degree in Art, Science, Engineering, Managements or related field or with Equivalent Experience.
  • Excellent skill in using Microsoft office software.
  • Knowledge of Procurement Process.
  • Ability to work under Pressure.
  • Excellent report writing skills.
  • Fluency in Bislama and English (verbal and written).
  • It is an advantage if you have knowledge of the types of water systems and their functionality.
