Terms of Reference (TOR) for Site Inspector -Water Supply Infrastructures
Position Title: Site Inspector -Water Supply Infrastructures (X6)
Location: Stationed in each of the six provinces: Torba, Sanma, Penama, Malampa, Shefa, and Tafea.
Duration of Assignment: Full-time contract for an initial period of 12 months, with the possibility of extension based on performance, organizational requirements, and funding availability.

1. Background
The Government of Vanuatu, through the Ministry of Lands and Natural Resources and the Department of Rural Water Services (DoWR), is committed to enhancing access to safe, reliable, and sustainable water for communities across the nation. This initiative focuses on implementing and monitoring water supply infrastructure through small and medium-scale contractors utilizing labor-based methods.
To ensure effective oversight, six Site Inspectors will be deployed, each stationed in one of the following provinces: Torba, Sanma, Penama, Malampa, Shefa, and Tafea. This decentralized approach facilitates efficient supervision and local engagement.
Newly graduated candidates with Civil Engineering degrees are encouraged to apply. On-the-job
training will be provided to equip them with the necessary skills and knowledge to excel in the role.
2. Objective of the Assignment
The primary objective is to oversee and ensure that all water supply projects are implemented in
compliance with approved designs, specifications, and quality standards. Site Inspectors will play a
critical role in monitoring project progress, providing technical guidance, ensuring adherence to safety protocols, and addressing issues that may impact project outcomes.
3. Scope of Work
Each Site Inspector will carry out the following tasks within their designated province:
Pre-construction Activities:
- Review project specifications, technical drawings, and contractual terms.
- Verify contractor readiness, including the mobilization of resources and equipment.
Construction Supervision:
- Monitor daily site activities and verify the quality of materials and installations.
- Ensure strict compliance with approved specifications, technical drawings, and standards.
- Conduct and document field tests as per training guidelines.
- Provide technical advice on site-specific adjustments, such as culvert placement and drainage systems.
Progress Monitoring:
- Maintain accurate records of daily activities, workforce deployment, and work quantities.
- Validate measurements for interim and final payment certifications.
- Report on issues causing delays, such as material shortages, disputes, or adverse weather conditions.
Compliance and Safety:
- Enforce adherence to safety protocols and environmental regulations.
- Report safety hazards, workmanship issues, and material non-compliance.
- Promote the use of DoWR-approved templates for quality compliance.
Reporting and Documentation:
- Submit detailed progress reports, including work quality and compliance observations.
- Document discrepancies between planned and actual project conditions.
- Address and report on social complaints, land disputes, and other local issues.
Training and Mentorship:
- Provide guidance to newly recruited contractors for construction of water infrastructures
- Provide guidance to newly site inspectors or trainees to enhance their proficiency in site supervision.
4. Key Result Areas (KRAs) and Key Performance Indicators (KPIs)
KRAs:
- Ensuring the quality of construction works in the assigned province.
- Supporting contractors with technical guidance and effective supervision.
- Delivering accurate and timely reports on site activities.
KPIs:
- Timely submission of detailed progress and quality assurance reports.
- Demonstrated technical competence and effective problem-solving.
- Proactive resolution of project-related issues.
5. Deliverables
- Comprehensive daily site diaries and progress records.
- Weekly progress and quality control reports.
- Verified documentation for interim and final payment approvals.
- A final handover report detailing project outcomes and compliance.
6. Qualifications and Experience
Education:
- Diploma in Construction over 3-5 year
- Bachelor’s Degree in Civil Engineering (new graduates encouraged)
Experience:
- Experienced candidates: Minimum 3 years supervising civil works, with knowledge of contracts and specifications.
- Fresh graduates: On-the-job training will be provided.
Technical Skills:
- Proficiency in Microsoft Office and data analysis.
- Familiarity with AS/NZS water supply standards and the Vanuatu National Building Code.
- Ability to interpret technical drawings and specifications.
Languages: Fluency in Bislama, English, and French.
Attributes: Strong analytical skills, attention to detail, punctuality, reliability, and professionalism.
7. Coordination and Reporting
Site Inspectors will report directly to the Project Manager and coordinate with contractors,
stakeholders, and relevant Provincial Water Supervisors to ensure seamless project implementation.
Regular communication and timely reporting are essential for project success.
8. Logistics and Support
- Office space provided within the assigned province.
- Transportation facilities for conducting site inspections.
- Communication tools, including mobile phones and internet access.
9. Special Conditions
- This role requires travel, weekend work, and overtime to meet project deadlines.
- Inspectors must adhere to the Public Service Code of Conduct and all applicable laws and regulations.
10. Performance Evaluation
Performance will be evaluated based on the following criteria:
- Timeliness and accuracy of reports.
- Effective resolution of non-compliance and quality issues.
- Contribution to achieving project goals and objectives.
