Full-Time TERMS OF REFERENCE (TOR) FOR ENGINEERING OFFICER

Job Description

1. Background

The Vanuatu National Power and Water Authority Limited (VAN-PAWA LTD) is a Utility Company, 100% owned by The Vanuatu National Provident Fund (VNPF) who is the current concessionaire responsible for the Generation and Distribution of electricity in Tanna and Malekula and committed to providing our customers with reliable, quality and sustainable service.

VAN-PAWA LTD is inviting sealed applications for the position of Engineering officer to join the VAN PAWA team. The Engineering Officer will be based in Port Vila providing overall lead to design, planning implementation and oversight related to the extension or upgrade of existing VAN-PAWA operated electricity networks. The incumbent will provide support towards the development of greenfield projects required by VAN-PAWA to promote its responsibilities as required under the concession contract. The expectation is that all tasks and projects assigned to the Engineering Officer are delivered on time, within scope, and within budget to improve the overall performance of VAN PAWA and therefore ensuring that service provision aligns with good industrial practices , applicable regulatory requirements and adheres to customer expectations.

2. Objectives of the Position

 The core objectives of the Engineering Officer role are as follows.

  • Conducting feasibility studies and technical assessments.
  • Developing detailed project designs and associated costs.
  • Overseeing procurement and installation of electricity utility infrastructure.
  • Ensuring compliance with technical standards and safety regulations.
  • Supporting community engagement and capacity building.
  • Monitoring and evaluating project progress.
  • Oversee operations of VAN-PAWA Production Plant and Distribution Network

3. Scope of work
3.1. The Engineering Officer will perform the following duties:

  • Project Planning and Design
  • Design power system upgrades and extensions
  • Develop work plans, budgets, and schedules.
  • Conduct site surveys to assess technical and logistical considerations.
  • Prepare detailed project technical designs, drawings, and specifications.
  • Identify key stakeholders required to undertake the project.
  • Coordinate with relevant stakeholders, including government agencies, communities, and vendors.

Implementation and supervision

  • Supervise the procurement, installation, and commissioning of electrical systems.
  • Ensure quality control and adherence to technical standards.
  • Address challenges and modify plans as necessary during implementation.
  • Oversee overall operation of VAN-PAWA power systems

Community Engagement and capacity Building

  • Engage local communities to foster understanding and ownership.
  • Organize training sessions on maintenance and operating procedures.
  • Facilitate stakeholder meetings and updates.

Monitoring, Evaluation, and Reporting

  • Monitor project performance through appropriate indicators.
  • Prepare progress reports, technical documentation, and handover manuals.
  • Ensure compliance with environmental and safety regulations.

Technical Support and Coordination

  • Collaborate with other technical teams, contractors, and consultants.
  • Provide technical guidance and support during project execution.
  • Assist in the development of policies and standards for renewable energy technologies.

4. Qualifications and Experience

  • Bachelor’s degree in engineering, preferably in electrical or mechanical engineering
  • 5+ years’ experience working for an electricity utility within the field of electrical engineering or a related field
  • Experience with operating diesel and hydro power plants.
  • Experience with project management
  • Experience with grid-connected renewable energy technologies

Competencies and skills

  • Working knowledge of relevant engineering software and equipment required for computer-aided design and other complex tasks
  • Strong understanding of Electrical Networking systems, including distribution lines, installation, and commissioning of electrical systems
  • Ability to develop and interpret technical drawings, specifications, and calculations
  • Excellent analytical, problem-solving, and decision-making skills
  • Excellent leadership skills and ability to manage a team
  • Strong verbal and written communication skills and reporting skills
  • Strong analytical and system-diagnosing skills
  • Ability to work under pressure, prioritize and multitask
  • Demonstrate ethical and integrity attributes.
  • Ability to build relationships with corporate partners and other relevant stakeholders.

6. Reporting Line and Compensation
The Engineering Officer will report to the General Manager of VAN-PAWA Ltd. The remuneration
package for this position is range from 3.5 -4.5 million Vatu per Anum.
