Terms of Reference for National Consultant

National Experts: Initiative for Climate Action Transparency Project
Project Name: Capacity building to Enhance the National GHG Inventory Process and Climate policy assessment in Vanuatu

National Expert – Climate policy assessment

The Paris Agreement (PA) in Article 13 sets out an Enhanced Transparency Framework (ETF) for countries, to build mutual trust and confidence, and to promote effective implementation of the Paris rulebook.
To help support countries achieve the goals of the ETF, the Initiative for Climate Action Transparency (ICAT) was created and is managed by the United Nations Office for Project Services (UNOPS). The ICAT is currently working with over 30 countries worldwide, integrating country support, methodological work, and knowledge sharing to strengthen the transparency and effectiveness of climate policies and actions.
Similarly, Vanuatu has recently been selected to receive ICAT support and is working with the Greenhouse Gas Management Institute (GHGMI) as a technical partner to implement the project in Vanuatu.

The project will focus on building Vanuatu’s capacity in:

  • improving data foundation for NDC targets and tracking and GHG inventory production and reporting through developing technical skills and using tools and templates for calculating greenhouse gas emissions as per UNFCCC and the Paris Agreement following 2006 IPCC Guidelines for the Tier 1 methodology from the following categories prioritized by Vanuatu:

the Waste sector: Solid waste disposal and Domestic Wastewater
the IPPU sector: consumption of fluorinated gases from refrigeration and air conditioning
the agriculture sector: livestock emissions (Enteric fermentation and Manure management)
the Energy sector: calculating reference approach from the National Energy Balance, transport emissions

  • performing cross-cutting analyses for improvement of Vanuatu’s GHG emissions reporting and enabling informed targeted policy planning based on the GHG data (including the key category analysis, the uncertainty analysis, and using the relevant cross-cutting template tools)
  • understanding and applying the concepts for methodological tiers (T1 – 3) for GHG- emissions data and the potential of the shift to higher tiers calculations
  • identifying and archiving the GHG-related MRV data to enable informed policy decisions and NDC tracking
  • piloting the ICAT agriculture guide for agriculture policy assessment in terms of impacts GHG and Sustainable Development (SD) impacts on Policies & Measures in the agriculture sector

The project work will be organized in two thematic streams – GHG inventory and GHG and climate policy assessment (GHG and SD). Both streams will join together in a discussion on NDC tracking.

This project stream will focus on GHG and sustainable development (SD) policy assessment (the agriculture sector) using ICAT tools. The specific goals of this project stream are:

  • Build domestic expertise in the application of ICAT methodology for the assessment of agriculture policy impacts in terms of GHG and sustainable development;
  • Assess GHG and Sustainable Development (SD) impact of Policies & Measures in the agriculture sector for two policies prioritized by the Vanuatu Government; and identify specific indicators to track GHG and SD impacts of agricultural policies based on ICAT methodologies, and design institutional arrangement to enable relevant data collection and processing.

The objective of the assignment
Experts will use the national GHG and related socio-economic data from the available sources as the evidence base for the assessment of GHG and SD policy impacts on the relevant agriculture policies.

Scope of Work

  • Perform agriculture policy analysis for two policies (under the GHGMI guidance) assessing:
    o GHG policy impacts; and
    o Sustainable Development policy impacts.
  • Design indicators to track the impacts of the two prioritized agricultural policies.
  • Identify the required data sets and the applicable institutional arrangements to enable the relevant data collection and processing in the future.
  • Provide feedback to key project reports and outputs as per the project plan.
  • Participate in the interim discussions and liaise with the project technical resource team from GHGMI.
  • Undertake training on policy assessment as per the project plan.
  • Contribute and facilitate the project Workshops and write workshop reports.
