TERMS OF REFERENCE
Development of Participatory Action Research Advocacy Video production
Project: Laef Blong Mi, Vois Blong Mi (Pacific Girl)
Place of Assignment: Port Vila (Vanuatu)
Reporting to: Jemina Kuao, Vois Blong Mi _ Team Leader
Duration: Maximum TBC (to be completed by end September 2024)
1. BACKGROUND
CARE Vanuatu is part of the global CARE International confederation, which helps poor and vulnerable people in more than 93 countries around the world. CARE has been in Vanuatu since 2008, working with communities to build resilience to disasters and climate change shocks and increase women and girls’ involvement in community and national leadership.
CARE Vanuatu is a grantee partner of the Australian Government through Pacific Girl, a multi country program to support adolescent girls in Pacific Island countries achieve their full potential. CARE’s three-year project, Laef Blong Mi, Vois Blong Mi (VBM) builds on CARE’s work in Tafea province, specifically, work on adolescent girls empowerment, life skills and promoting respectful, non-violent relationships. The project is being delivered in close collaboration with the Ministry of Education and Training (MOET) and through secondary schools in Tafea province.
The VBM project with partnership from Sista is keen to develop a Video based on its Participatory Action Research advocacy messages raised by adolescent girls Tafea, who have participated in the workshop. The advocacy Video will be developed based on the key messages raised by the adolescent girls.
- Menstruation
The Video will support the Advocacy Activity and work of the Project in Vanuatu (Tanna) and in the broader Pacific Girl Project to ensure the adolescent girls’ voices are heard.
2. PURPOSE
The purpose of the three videos is to document and showcase the VBM participatory research advocacy key messages raised by adolescent girl’s in Tafea province. This will involve producing a short video based on the Issues mentioned above.
This video will be used by the project for its advocacy events and forums to raise awareness and advocate on adolescent girls Voices, to be heard. The video will display information from the girl’s voices to make a change.
The primary audience in Vanuatu are Parents and local community leaders. The products will also be used regionally to advocate for the voice of adolescent girls facing the same issues.
All products must be delivered by the end of September 2024.
3. SCOPE OF WORK
Expected outputs include:
1. 1 video documenting the issue, Menstruation key messages.
The video producer will be responsible for all technical production and editing, including:
- Review of script with CARE & Sista team
- Consultation with CARE team
- Delivery of all final products in a format that can be readily shared online and via other channels
It is expected that the final products will:
- Be produced in English and Bislama (using subtitles)
- Uphold CARE’s principles of protection, dignity, respect and inclusion, including documented consent for any people who are captured in photos, videos or stories.
- Become the sole property of CARE Vanuatu, including all footage and packaged files.
CARE will provide:
- Briefing meetings and feedback as required, in addition to reviews and final approval.
- Consent forms.
- Production and Post – Production Costs of the three films.
Payment
- Payment of 40% of service fee will be made to the service provider’s nominated bank account
- on contract signing, with the remaining 60% to be paid in the same way on completion, approval and receipt of the final products and other files.
