JOB TITLE: Chief Executive Officer
SALARY LEVEL: DIR 2.2
SALARY: VT 5,000,400
MINISTRY: Ministry of Tourism, Trade, Industry, Commerce, Ni-Vanuatu Business

CRITERIA:
QUALIFICATION: Post Graduate Diploma/Masters or Higher
SPECIAL BUSINESS EDUCATION: Science /Engineering
EXPERIENCE: 5 years with background in Management
MANAGEMENT/SUPERVISORY SKILLS: Excellent management and supervisory capability
SPECIAL SKILLS: Good Computer skills
THINKING STYLE: Practical and Analytical thinker
COMMUNICATION/INTERPERSONAL SKILLS: Good communication and interpersonal skills
BEHAVOURIAL COMPETENCIES: Honest, reliable, punctual and confident
LANGUAGE: Must be proficient in writing, reading and speaking in English and/or French and Bislama.

DUTIES AND RESPONSIBILITIES:

  • Provide overall supervision of the management and operation of the VBS in accordance to the functions of the Bureau as outlined in the VBS Act.
  • Oversee the formulation, consultation and endorsement of a Vanuatu Bureau of standards national policy on standards, accreditation and metrology in collaboration with relevant institutions and stakeholders.
  • Ensure that the implementation of the VBS Act is collaboratively undertaken with other relevant stakeholders.
  • Oversee the effective integration of the various VBS policies into policies and programs of relevant public and private stakeholders.
  • Oversee the collaborative implementation of the VBS policies on standards, certification and metrology through appropriate instructions and technical advice to all relevant stakeholders in the private and public sector;
  • Ensure that relevant and key stakeholders in the industry and manufacturing sector comply with National standards and or secondary standards in line with the requirements specified under the Vanuatu Bureau Standards Act;
  • In addition to overseeing the depository functions of the VBS in regards to standards and ensures that national standards are also developed, adopted and modified then declared as Vanuatu standards
  • To oversee the examination and testing of produces and methods and facilities used in the processing and manufacturing of exported and imported products
  • Facilitate the establishment of the National Laboratory and ensure that it becomes a regionally recognized accredited institution.
  • Ensure that the VBS has the capacity to assume the responsibility of focal point to the Technical Barriers to Trade (TBT) and be able to report to the WTO on matters of TBT in Vanuatu
  • Liaise with relevant government departments for the purpose of collecting data on TBT issues across all sectors,
  • Oversee the development of standard marks for the qualification of locally produced products;
  • Ensure Vanuatu’s affiliation and membership into international standards, accreditation and metrological organizations;
  • Oversee the calibration of all forms of measuring instruments that are being utilized for purposes of production of goods and services or for the sale of goods and services in the domestic market and for export,
  • Ensure the overall organizational growth and development of the VBS through the management of locally allocated resources and through externally funded projects,
  • Take overall responsibilities in the training and capacity building needs of the VBS with the view to narrow the gap between service demand and available technical capacity
  • Take responsibilities for the supervision and coordination of all VBS staff with the view to improve staff performance and increase organizational output;
  • Undertake any other responsibilities as may be instructed by the Board of the VBS from time to time.
