Job Description

The Utilities Regulatory Authority (“the URA”) intends to engage a Consultant for 35 working days to provide the services of “Technical Expert – strategic and organisational planning”

The primary responsibility of the Expert is to develop URA’s 5-year strategic plan in line with the findings and recommendations informed by recent high level study of URA’s institutional framework.

The candidate must meet the following minimum requirements:

• Advanced degree and/or minimum Master’s Degree in Policy and Planning, or finance or energy/water economics;
• Have at least five (5) years’ experience in organisational strategy development;
• Ability to communicate efficiently and work with stakeholder representatives at all levels of seniority;
• Have good communication and presentation skills;
• Self-motivated and can work with minimum supervision; and
• Be fluent in English; Working knowledge of French and Bislama desirable.

Eligibility

While it is the preference of the URA to appoint a Ni-Vanuatu (citizen) to this consultancy role, any qualified international experts with requisite experience and background may apply.
