Contract TECHNICAL ADVISOR FOR TOURISM
Job Description
The Government of Vanuatu (GoV), through its Department of Tourism (DoT) and Vanuatu Tourism Office (VTO), requires technical assistance and advice from an experienced tourism sector advisor for their roles, functions and 2021 Workplans.
The TA will provide the following services:
- Provide technical advice and reports to the Director of Tourism to support the co-ordination and implementation of its Sustainable Tourism Strategy and Tourism Crisis Recovery Plan.
- Provide technical advice, mentoring and counterpart training to the DoT Officers responsible for implementing the VSTS and the Tourism Crisis Recovery Plan. This will involve all aspects of project and program management including: costing and budgeting; developing the terms of reference; overall quality management (project objectives, reports, time management, presentations); TA procurement procedures (advertising, selection, engagement); proposal assessments; contract drafting and management; stakeholder engagement and communication; facilitating workshops; scheduling and timetabling; project monitoring and evaluation
- Provide technical advice and information in accessing capacity and resources (human, physical and financial) required to ensure the VSTS and Tourism Crises Recovery Plan actions and activities are implemented. This will include funding submissions, budget submissions and partnership agreements (MoU’s).
More specifically, the tasks will involve advice and assistance in the following priority program areas as outlined in the VSTS. Where relevant the activity numbers are cross referenced with the program areas or themes outlined in the VSTS.
- Promoting the Vanuatu Sustainable Tourism Strategy 2021 to 2025 (VSTS)
- Tourism SME Business Support Program
- Destination Marketing Planning
- Sustainable Cruise Tourism Strategy
