We are looking for a Team Leader to join our Women’s Resilience in Disaster team in Port Vila.

The purpose of this position is to lead CARE Vanuatu’s Women’s Resilience in Disaster (WRD) work in Penama Province.
This role is responsible for providing oversight on the work of the two project officers working in the WRD project. This will involve overseeing coordination to plan and deliver training, support development of sustainable pathways for the resilience methodologies, link with provincial government , NGO Partners and service providers, track progress of activities, review and provide feedback on reporting and conduct monitoring and evaluation activities.

This position is based in Port Vila, with regular travel to field sites in Penama Province. The position may line manage short term contractors, secondees from local partners and volunteers.

Your major responsibilities will be varied and will include:

  • Work with CARE Vanuatu Resilience projects and team members, to support the development and implementation of CARE Vanuatu’s Resilience program;
  • Actively contribute to CARE Vanuatu’s long term strategy ensuring a strong focus on gender equality as a member of the Program Leadership Team; and
  • Demonstrate a passion for gender equality and women’s empowerment and commitment to CARE’s approach and values including ethnic diversity and cultural sensitivity.
  • Oversight day-to-day management of the work WRD project officers (including staff, volunteers and casual employees).
  • Ensure project officers have clear work plans, and a strong understanding of their role and contribution to program goals and the deliverables they are accountable for and contributing to;
  • Oversight and support community member’s participation in project inception activities;
  • Track and manage project expenditure against approved activity budgets, and burn rates and transaction listings and contribute to costed work plans;
  • Coordinate community contributions to the development of a participatory monitoring, Evaluation, Accountability and learning (MEAL) framework as part of project inception;
  • Oversight and lead on collection on relevant information using tools developed with the Gender and Program quality teams and according to MEAL plan;

Required qualifications and skills:

  • Minimum Bachelor’s degree in Development Studies, Gender studies, Rural Development , or equivalent and/ or minimum 4-5 years relevant work experience, preferably in community based development work and/ or activity implementation with an International Non-Government Organisation (INGO);
  • Proven experience managing and implementing economic empowerment programs targeting women;
  • Proven experience in training and facilitation including at community level;
  • Good understanding of women’s economic justice (including women’s economic resilience and EVAWG (including the importance of prevention and response);
  • Fluent oral and written Bislama; Very good oral and written English;
  • Ability to coordinate this technical function(s) and implement procedures and processes, with minimal supervision;
  • Demonstrated high level organisational and time management skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment;
  • Ability to develop high quality, concise reports and submission with accuracy;
  • Demonstrated strong leadership, decision making, problem solving, planning, analytical and influencing skills;
  • Excellent interpersonal skills and ability to work well in a team
  • Demonstrate experience in effectively leading, people management and motivating a team;
  • Demonstrate honesty, maintaining confidentiality, reliable and trustworthy
  • Representational skills including developing networks and relationships with key stakeholders;
  • Proven ability to work safely and effectively with communities and vulnerable groups including at risk youth and children;
  • Proven ability in managing a budget and/ or cash;
  • Fully conversant in Microsoft Office with knowledge in Microsoft Word, PowerPoint and Excel; with keyboard/ data entry and numeracy skills;
