CARE in Vanuatu has a long term program strategy which seeks to contribute to resilience and equality in Vanuatu where men, women, boys and girls enjoy equal rights and opportunities.

It has three programmatic portfolios (Gender Equality, Resilience, and Inclusive Governance) that involves a diverse range of donor funded projects, delivered in partnership with government and civil society.

CARE in Vanuatu is looking for a Shelter Technical Coordinator to join its Safe Community, Resilient Nation project team based in Tanna. The project is part of the Resilience Program which primarily will focuses on advancing inclusive, sustainable approaches to disaster preparedness and response from community to national level.

The program includes activities to strengthen Community Disaster and Climate Change Committees and introduce the component of Shelter Focal Points within the Community disaster committee in TAFEA province, so that they are able
to independently plan and implement actions in preparation and response to disasters, and mobilise resources and support from government.

This role will have the technical oversight and coordinate all field base shelter activities. Shelter activities will include building staff capacity to deliver good quality shelter awareness raising within communities; and are trained to deliver
the Shelter focal point model into the Community Disaster and Climate Change Committees (CDCCC) in the communities.

Your major responsibilities will be varied and will include:

  • Contributing to the development and updating of safe community, resilient community strategy, focusing on the shelter component
  • Providing technical advice on planning for all safe community, resilient community shelter activities in Tafea
  • Supporting and contributing to national level coordination activities as requested by the Project Manager
  • Ensuring all safe community, resilient community shelter project activities align with the shelter cluster Vanuatu guidelines, and good shelter practice based on experience in Vanuatu
  • Ensuring that the safe community, resilient community shelter activities deliver high quality results and outcomes
  • Leading on adapting the Community and Shelter Focal Point trainings delivered in Maewo/Pentecost to Tafea context
  • Leading and supporting teams to facilitate community and shelter focal point trainings
  • To work with the team to manage risks and overcome or adapt to project management challenges and obstacles around shelter components
  • Producing oral and written reports on shelter project progress
  • Monitoring quality, and provide technical advice to ensure standards are met for all shelter aspects of Project

Required qualifications and skills:

  • Minimum Bachelor’s degree or Diploma in Community Development, or equivalent projects and/or minimum 4- 5 years relevant work experience in shelter programming with an International Non-Government Organisation (INGO) or equivalent (eg VRCS);
  • Demonstrated in-depth knowledge of the shelter context in Vanuatu, and in community based emergency shelter responses;
  • Demonstrated strong leadership, decision making, problem solving, planning, analytical and influencing skills;
  • Excellent communication, facilitation, training skills in Bislama and very good in English;
  • Ability to coordinate this technical function(s) and implement procedures and processes, with minimal supervision;
  • Ability to develop high quality, concise reports and submission with accuracy; Demonstrated honesty, maintaining confidentiality, reliable and trustworthy.
  • Representational skills including developing networks and relationships with key stakeholders;
  • Proven ability to work safely and effectively with communities and vulnerable groups including at risk youth and children,
  • Proven ability in managing a budget and/or cash;
  • Knowledge of Microsoft Office tools; and
  • Demonstrated understanding of gender equality and women’s empowerment and a commitment to CARE’s approach and values including diversity and cultural sensitivity.
