It has three programmatic portfolios (Gender Equality, Resilience, and Inclusive Governance) that involves a diverse range of donor funded projects, delivered in partnership with government and civil society.

CARE in Vanuatu is looking for an experience Shelter Recovery Program Manager to manage a 9-month Shelter Early Recovery Project. This project will support shelter repair and recovery to increase resilience and build back safer reconstruction for households affected by TC Judy and TC Kevin across targeted areas in Tafea Province.

This position is based in Port Vila with some travel to Tanna and project locations in Tafea Province.

Your major responsibilities will be varied and will include:

  • Leading program planning and implementation of CARE’s early shelter recovery project
  • Effectively manage project budgets, costed work plans and expenditure in compliance with CARE’s financial manual and donor requirements
  • Coordinate and monitor implementation to ensure projects are on track, on time and meeting deliverables including managing risks
  • Ensure high quality and on time donor reporting

Required qualifications and skills:

  • Minimum of 5-7 years humanitarian aid experience in complex and natural disasters;
  • Strong program management experience including managing large scale budgets from various institutional donors;
  • Demonstrated experience delivery high quality programs including familiarity with MEAL and reporting requirements;
  • Experience in complex decision-making and leading a multi-disciplinary team under difficult circumstances;
  • Demonstrated high level communication skills including in representation and negotiation with governments and donors;
  • Demonstrated experience in effectively leading, people management and motivating a team;
  • Strong understanding of the humanitarian emergency operating context, including SPHERE, the humanitarian system, donors, security, and program management
  • An understanding of gender issues, shelter and recovery in the Pacific context would be an advantage.
