CARE International in Vanuatu has a focus on Gender Equality, Disaster Resilience, and Inclusive Governance.

Over 250,000 people were affected by the two category 4 tropical cyclones that hit Vanuatu on 1 March (TC Judy) and 3 March (TC Kevin). A State of Emergency has been put in place for the entire nation by the Government of Vanuatu through September 2023.

CARE in Vanuatu (CiV)’s 9-month Rapid – Shelter Early Recovery Project will provide immediate early recovery support based on NDMO and CARE rapid assessment findings and increase resilience and build back safer reconstruction for households affected by TC Judy and TC Kevin across targeted areas in Tafea Province. The goal of the project is to provide immediate early recovery shelter and build back safer reconstruction support to affected households in hard to reach islands of TAFEA provinceCARE in Vanuatu is looking for a Shelter Coordinator to be based in our Tanna office.

CARE in Vanuatu is looking for a Shelter Officers to be based in our Tanna office.

Your major responsibilities will be varied and will include:

  • Ensure the effective and efficient implementation of shelter activities according to the activity plan and budget;
  • Ensure CARE’s Programming Principles, in particular gender and rights-based approaches, are applied into project activities;
  • Support and assist with community consultations and an on the ground shelter assessment;
  • Coordinate and facilitate workshops on ‘Build Back Safer’ shelter trainings in communities;
  • Mobilise community members, authorities and key stakeholders according to activities planned;
  • Develop and maintain positive relationships with communities, CDCCCs and local authorities;
  • Encourage targeted communities to improve community preparedness and planning for emergencies and climate change impacts;
  • Support with the provision of ‘Build Back Safer’ Early Recovery Shelter kits and Chainsaw Kits to communities;
  • Support communities to develop action plans using build back better principles to increase resilience;
  • Support the Shelter Coordinator with the preparation of detailed budget requests for each field trip and activities;
  • Produce oral and written reports on shelter project activities;
  • Request and clear all field cash advances in a timely fashion in accordance with CARE Finance policies and procedures;
  • Work in close cooperation with CARE colleagues to support the progress and achievements of the project;
  • Ensure good communication, coordination and information sharing with and between all CARE key staff;
  • Support the implementation of other CARE projects as requested by-line manager.

Required qualifications and skills:

  • Minimum technical diploma and/or vocational training or at least 2-3 year experience working in shelter, resilience, gender or climate change projects, preferably in an NGO or government agency
  • Passion for, and knowledge of resilience, climate change concepts, approaches, policies, actors and networks with a focus in Vanuatu and the Pacific
  • Understanding of the community based development work and/or activity implementation
  • Fluent oral and written Bislama and good in English
  • Excellent communications and facilitation skills
  • Demonstrated understanding of gender equality and women’s empowerment and a commitment to CARE’s approach and values including diversity and cultural sensitivity
  • Demonstrated ability to respond effectively to challenges, to be flexible, and resilient as well as to work effectively in a small, diverse and busy team environment
  • Demonstrated interpersonal skills including the ability to create and foster collaborative and productive relationships with internal and external stakeholders.
  • Good Computer skills including Keyboard / Data entry and numeracy skills
