CARE International in Vanuatu has a focus in Gender Equality, Disaster Risk Reduction (DRR), Inclusive Governance and Emergency Response and Recovery.

CARE is looking for a Shelter Officer to join its Safe Community Resilient Nation Project team. The role is to support the implementation of the project activities and ensuring the shelter activities in the communities focuses on DRR strengthening and women’s leadership.

This position is based in Tanna.

The major responsibilities will be varied and will include:

  • Accompanying and mentoring the Community Disaster & Climate Change Committee (CDCCC) chairs and community leaders to support CDCCC shelter focal points
  • Supporting trainings conducted by the Shelter Coordinator
  • Activity Reporting including MEAL
  • Managing activity budgets

Required Qualifications and Skills

  • Minimum technical diploma and/or vocational training in community development, construction or engineering and/or minimum 2-3 years relevant work experience, preferably in community development shelter projects and/or activity implementation with an International Non-Government Organisation (INGO);
  • Good understanding of traditional shelter techniques, and key recommendations from the Vanuatu Shelter Cluster;
  • Excellent communication and facilitation skills in Bislama and good in English;
  • Ability to analyse intricate information and produce concise and accurate reports;
  • Demonstrated high level organisational and time management skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment;
  • Demonstrated ability to take direction and to work as part of a team;
  • Demonstrated experience in following standard policies, procedures and processes;
  • A willingness to learn about CARE, gender equality and women’s empowerment activities;
  • Proven ability in managing a budget and/or cash; and
  • Good in Microsoft Office with knowledge in Microsoft Word and Excel. Capacity to use Kobo Toolbox for data collection and analysis is an asset.
