VACANCY NOTICE

SHELTER ENGINEER/CONSTRUCTION SUPERVISOR.

The Vanuatu Red Cross Society, is seeking applications from dynamic and highly motivated persons to immediately fill up the above position.

Job location: VRCS Headquarter, Port Vila, Efate Vanuatu

Applicants are required to demonstrate the following:

Key Duties and Responsibilities:

Enhance VRCS’s operational capacity to deliver effective shelter support at the community level.

  • Provide technical support to Shelter Officer and contribute to the design, delivery, and evaluation of shelter-related Training of Trainers (TOT) sessions, integrating HBDA (Household and Building Damage Assessment) learning.
  • Ensure ToT content reflects earthquake-specific construction guidance, particularly emphasizing “load paths” and structural bracing to improve resilience.
  • Assist in the development and integration of technical content in IEC materials used for training and household guidance.
  • Promote and monitor best practices in shelter preparedness and safe construction across VRCS programs.
  •  Facilitate the mapping and capacity assessment of National Society staff and volunteers involved in shelter programming.
  • Coordinate with shelter stakeholders (including government, private sector, NGOS, UN, Vanuatu Skills Partnership (VSP)) for joint training initiatives and knowledge sharing.

Education and Qualifications:

  • Degree or diploma in Civil Engineering, Architecture, or a related field.
  • Certification in construction supervision (minimum Certificate II level – Vanuatu Skills Partnership or equivalent) is strongly preferred

Experience:

  • Minimum 3 years of relevant experience in shelter/housing programs, including field implementation.
  •  Experience in post-disaster recovery and community-based shelter interventions.
  • Demonstrated capacity to train and mentor staff and community members.

Skills and Knowledge:

  •  Strong technical knowledge of disaster-resilient construction, especially in seismic and cyclone-prone environments.
  • Understanding of the humanitarian shelter sector, cluster coordination, and Red Cross/Red Crescent Movement operations.
  • Excellent interpersonal and cross-cultural communication skills.
  • Ability to work in remote and challenging environments with minimal supervision.
  • Fluent in English
  • Strong reporting ,documentation and coordination skills.
