Job Description
The Vanuatu Public Service Commission wishes to recruit an experienced and qualified person to fill the position of Malampa Secretary General on Contract Basis.

Purpose of the position:
To provide policy direction for the development of the province and ensure that NSDP priorities are focussed and factored into sector plans and are implemented by Government Provincial based Departments.
Key Responsibilities:
- Oversee and display a leadership role over all operations and daily administration of the council.
- Develop and manage the implementation of Provincial Council Corporate Plan
- Take leading role in the Development and implementation of Government policies at the provincial level
- Provide oversight and management of funds in accordance with the financial regulations and the Public Finance Management Act
- Ensure NSDP priorities are included in the provincial based government department sector plans.
- Monitor and report on the implementation of the NSDP priorities at provincial level
- Responsible for providing well-research advice to the Provincial and Local Government Council in matters relating to the affairs of the province.
- Oversee and monitor the implementation of Decentralization Act and ensure that the decentralization priorities are implemented at the area council.
- Provide strategic directions and leadership in coordinating the implementation of Government Provincial Based Departments Annual Programs and activities.
- Has the overall authority to administer and manage the following PSC policies and powers in the province. 1. The use of government vehicles, 2. Administration, & allocation of Government houses. 3. Performance Management systems and 4, refer discipline matters to PSC.
- To ensure better coordination of donor funding assistance to all sectors at the provincial level in consultation with DSSPAC.
- Provide briefings and draft correspondences and speeches for the President of the Council on a timely manner
- Report on performance of delivery of government services in the province
- Provide an annual report to the Director DLA and PSC on major achievements and performance of delivery of Government services
- Organise and prepare agendas for the Provincial Government Council and Committee meetings. Takes minute at every Council meeting and implement decisions of the Provincial Council.
- Organize and Chair the Technical Advisory Group meetings
- Perform mandated tasks and make decisions with the legal framework of Public Service Act, Decentralization Act, PFEM Act and relevant laws
- Carry out other legal duties and responsibilities as required by the DG, Director DLA, President and Council
Selection criteria:
Qualification- Masters or Degree
Special Business Education: Management & Public Administration or Economics or any related field.
Experience- Must have 5-10 years’ experience in Public Administration and in a managerial position or similar role.
Special skills- Strong leadership and management skills, decision making skills, policy making skills, problem solving skills, Networking skills, Coordination skills, Project management skills, Research skills, Goal orientated and ability to provide good advice.
