Context:

Oxfam is an International confederation of 19 organizations working together to find lasting solutions to poverty and injustice, as part of a global movement for change, in nearly 100 countries. Oxfam works in Shefa Province and through other partners to provide humanitarian and network support in other Provinces in Vanuatu.

Oxfam in Vanuatu is currently setting up an extensive emergency operation to support the needs of people affected by TC Harold and COVID 19. This humanitarian support will be provided via a comprehensive cash transfer programme (CTP to meet their basic needs and recovery their livelihoods. Our work involves facilitating networks, engaging with government and other development stakeholders (nationally and internationally) and working with communities.

Cash transfer operations require detailed programme planning and adherence to humanitarian policies and procedures for emergency response, including strong coordination with finance and monitoring and evaluation to ensure timely and effective delivery of cash-based assistance to affected populations. As this operation will be conducted outside Oxfam’s usual geographic coverage area, expertise and support is required to ensure rapid and effective set-up of based operations and emergency response and delivery arrangements.

Purpose:

This position will coordinate and support TC Harold and COVID 19 response in Sanma province with the implementing partners on the ground. Oxfam works with government agencies, national clusters and national partner organisations on TC Harold and COVID 19 response and recovery. The Field Coordinator will ensure effective and timely leadership and management of the Oxfam in Vanuatu (OIV) humanitarian program encompassing fast delivering of non-food items (NFI) via partners, livelihoods and cash transfer programme implementation and timely monitoring and evaluation. The post holder will report to the CTP Project Manager, and will also work closely with the Response Manager, Cash Transfer Advisor, implementing partners and MEAL staff. Further, the post holder will support field based activities and overall implementation of the TC Harold response through cash transfer. The incumbent will also ensure appropriate support and capacity building to partners implementing their component of the program, including civil society partners, government, financial service providers and other implementing partners.

Core Responsibilities:
Program Speciality

  • Effective TC Harold and COVID 19 Response field coordination in Sanma Province with field implementing partners, according to the existing Response Plan
  • Play a central role in partner coordination, supporting partners in planning the following activities:
    o community mobilisation of the cash response programme
    o household identification
    o registration
    o monitoring
    o Ensuring partner activities align with programme timelines
    o Identifying partner capacity and performance issues and informing the CTP Project Manager when required
  • Work closely with the Communications/Media team to disseminate awareness and clear messaging on the Oxfam programme, including making arrangements for radio and sms announcements
  • Liaise with and update Government partners at the Provincial level of project progress
  • Convene weekly CTP Coordination meetings to track partner activities and share information
  • Monitor field activities and set up regular reporting and support calls with Response Manager and CTP Project Manager.
  • Provide field support for beneficiary registration and distributions of cards to targeted beneficiaries and to inform beneficiaries of the different types of vendors and location of vendors.
  • Organize and conduct partners weekly meetings, provide accurate note taking support to discussions, meetings and workshops
  • Coordinate with implementing partners on monthly progressive reports and financial acquittals.
  • Coordinate and support Oxfam field staff and ensuring workspace for staff are safe and are in line to Oxfam standards and ways of working in partnership with identified field partners.

Representation and Relationships

  • Represent Oxfam at cluster meetings when required at Sanma province
  • Develops, fosters and maintain relationships with Government officials, external stakeholders and communities in Sanma province
  • Responsible to ensure that the Cash Transfer Program is implemented in Sanma province according to overall Response Plan

Skills and Experience

  1. Experience in external representation with partners, government agencies and donors at humanitarian level within Sanma province
  2. Experience in community awareness
  3. Secondary or relevant education and qualification
  4. Experience in program monitoring
  5. Experience in program implementing
  6. Experience in documentation and sharing implementation challenges with the team lead
  7. Clear & Confident in communication skills
  8. Take on additional task if necessary
  9. Experience or exposure to cash transfer programming in emergencies, including and knowledge of best practice and Oxfam International policies, guidance and procedures
  10. Experience in geographical information mapping (GIS) especially for Sanma province
  11. Clear & Confident in communication skills

Travel:
The position is based in Sanma Province with possible travels to Port Vila. The role may require to travel to project sites from time to time using different available means of transportation systems in rural communities. It is a condition of employment that staff abide by all agency security and safety protocols, policies and procedures and the Oxfam International Security Protocol.
