Job Description

Responsible to: VCC Secretary General; Ps Shem Tema

Location: Port Vila, Vanuatu
With possibility of travel to other project locations

Term of Position: 10 months (September 2020 – June 2021)
With high possibility of extension up to 2 years

Work hours: Monday to Friday
8am – 4.30 pm (11.30 – 1.30 lunch)

Program location: Efate with travel to Espiritu Santo, Pentecost, & Malekula Island

Start Date: September 2020

Citizenship requirements: Ni-Vanuatu citizen or Vanuatu resident holding work permit

VCC Description:
Vanuatu Christian Council (VCC) is the National umbrella organization of Vanuatu Churches; recognized as a Charitable Organization.

Vanuatu is highly vulnerable to natural disasters. The UN 2014 World Risk Index rating records Vanuatu as the country most at risk of a disaster, providing it with a risk rating of 36.5% (the highest rating of the 171 countries assessed). Vanuatu is vulnerable to volcano eruptions, drought, earthquakes, tsunamis, flooding, and cyclones.

The VCC strives to help the communities in Vanuatu by running programs in Disaster Risk Management, Protection, and Gender amongst others through the Church networks and directly in the communities. The VCC currently has 18 staff in Port Vila to implement projects and administration.

VCC has worked closely with AfP, the international aid arm of the Australian National Council of Churches since 2008.

Position description:
VCC, with support from Act for Peace (AfP) is leading a Disaster Ready project in Vanuatu. The project is in its third year and consists of five main components on four islands (Pentecost, Efate, Malakula, and Santo).

  1. Strategic Asset Management (run by ADRA)
  2. Evacuation Center Management training development and delivery
  3. Psychosocial training development and delivery
  4. Theology of disaster risk management
  5. Church coordination

Components 2- 3 include leader’s trainings on the islands. The project is expanding with SAFE N REDI to include more Evacuation Centre GIS mapping, and Evacuation Centre Retrofitting to increase accessibility and safety of vulnerable groups.

The two projects have a complex M&E matrix and include safeguarding which need constant monitoring and improvement to ensure compliance is met, with all training and activities remaining relevant to communities, churches and leaders.

The Safeguarding and M&E officer, with support from the AfP Country Programs Coordinator and VCC Senior Gender Advisor will support all project staff to gather relevant data for reporting, as well as ensuring safeguarding is integrated into each component. The officer may need to develop and record the use of different community feedback mechanisms for VCC and ensure other VCC projects can use this model also.

The Safeguarding officer will be responsible for:

  • Ensuring all M&E data from project officers is inclusive
  • Supporting Consultant and VCC contextualised safeguarding (safeguarding of children and vulnerable adults) to international standards
  • Supporting VCC with the review of the “Sexual Harassment Policy” to ensure it is compliant with AfP “Prevention of Sexual Exploitation, Abuse and Harassment Policy” while maintaining VCC ways of working
  • Ensuring community feedback mechanisms are in place and functioning
  • Monitoring, and reporting community based feedback mechanisms to VCC management in confidence
  • Working with VCC Senior Gender Adviser and VCC management to ensure VCC core values and ways of working are maintained
  • Guiding and building capacity of project teams in M&E data collection or safeguarding
  • If needed, lead consultation meeting with stakeholders to trial resources
  • Attend MEAL meetings with other Disaster Ready Partners (Led by Save the Children Vanuatu).
  • Participate in working groups as a representative of VCC as appropriate.
  • Other duties as specified by supervisor.

Required Competencies

  • Core values align with VCC and AfP policies, commitment to abide by the codes of conduct of VCC
  • A degree in a relevant field and or at least 5 years’ experience in Gender, Child Protection or Safeguarding.
  • A high level of competency in Monitoring and Evaluation processes.
  • Experience in capacity building or training colleagues.
  • Report writing skills.
  • Demonstrated ability to respond to challenges and multiple project needs.
  • Time management skills.

Desired Competencies

  • Experience in community based feedback mechanisms is a bonus.
  • Experience in policy review is a bonus.

VCC takes the prevention of sexual misconduct, fraud and harassment, and child protection seriously. As part of our Child Safeguarding Policy, employment is conditional upon the outcome of a Police Background check, as well as an equivalent police background check for any country in which the applicant has lived for more than 12 months during the last five years and for each country of citizenship.
