CARE International in Vanuatu has a focus on Gender Equality, Disaster Risk Reduction (DRR), and Climate Change Adaptation (CCA), Humanitarian Preparedness and Emergency Response.

We are looking for 3 suitable candidates to work with our Resilience Team based in Tanna. The successful candidates will work as part of a team to contribute to achieving the objectives of the Disaster Ready project with funding from the Australian Department of Foreign Affairs and Trade.

Through this project CARE International in Vanuatu will advance inclusive, sustainable approaches to disaster preparedness and response from community to national level. The project will strengthen Community Disaster and Climate Change Committees in TAFEA province, so that they are able to independently plan and implement actions in preparation and response to disasters, and mobilise resources and support from government. It will strengthen coordination at provincial level in TAFEA, building accountability and enhancing participation of women, people with disability, and local CSOs in subnational preparedness and response. It will advance the Gender and Protection Cluster’s leadership in placing gender, disability and social inclusion at the centre of disaster preparedness and response in Vanuatu. This includes strengthening the participation of local CSOs in the cluster.

The role requires around 50% of the time to be based in project locations in islands within Tafea Province.

The major responsibilities will be varied and will include:
1. Project Implementation

  • Ensure the effective and efficient implementation of the Disaster Ready project activities according to the activity plan and budget;
  • Ensure CARE’s Programming Principles, in particular gender and rights-based approaches, are applied into project activities;
  • Support trainings on DRR concepts, climate change, emergency preparedness, and gender as per the project proposal;
  • Mobilise community members, authorities and key stakeholders according to activities planned;
  • Encourage targeted communities to improve community preparedness and planning for emergencies and climate change impacts;
  • Develop good relationships with communities and local authorities;
  • Prepare detailed budget requests for each field trip and activities;
  • Request and clear all field cash advances in a timely fashion in accordance with CARE Finance policies and procedures;
  • Work in close cooperation with CARE colleagues to support the progress and achievements of the project;
  • Strengthen relations with relevant Government authorities and other international organisations working in Vanuatu;
  • Ensure good communication, coordination and information sharing with and between all CARE key staff;
  • Support the implementation of other CARE projects as requested by line manager.

2. Monitoring and Reporting

  • Collect relevant data and Information needed to ensure the proper application of monitoring systems;
  • Encourage beneficiaries and partners to participate in the monitoring and evaluation of the activities;
  • Participate in the review of objectives, outcomes, indicators and budgets to ensure that they are appropriate and realistic;
  • Ensure regular report activities are submitted to line manager;
  • Provide quality support during donor monitoring and senior management visits as well as consultant/technical support visits to the field site as required;
  • Ensure lessons learnt are being documented to maximise the impact of CARE’s current or future projects.

Required qualifications and skills:

  • Minimum technical diploma and/or vocational training or at least 2-3 year experience working on disaster risk reduction, food security, gender or climate change projects, preferably in an NGO or government agency
  • Passion for, and knowledge or resilience, climate change concepts, approaches, policies, actors and networks with a focus in Vanuatu and the Pacific
  • Understanding of the community based development work and/or activity implementation
  • Ability to speak in English, written and verbal
  • Excellent communications and facilitation skills
  • Computer skills including word and excel
  • Willingness to travel within the islands in Tafea Province, and to spend extended periods in remote locations and basic living conditions
  • Demonstrated understanding of gender equality and women’s empowerment and a commitment to CARE’s approach and values including diversity and cultural sensitivity
  • Demonstrated ability to respond effectively to challenges, to be flexible, and resilient as well as to work effectively in a small, diverse and busy team environment
  • Demonstrated interpersonal skills including the ability to create and foster collaborative and productive relationships with internal and external stakeholders.
