The Ministry of Lands and Natural Resources (MoLNR) has received financing from the World Bank toward the cost of the Vanuatu Affordable and Resilient Settlements Project and intends to apply part of the proceeds for consulting services.

Under the VARS Project Component 1 (Affordable and Resilient New Settlement Development), the MoLNR is implementing a mixed land use development of 10ha Government land at Etas, Shefa Province. Although MoLNR is primarily a land administration authority it is acting as land developer at Etas as an interim approach and wishes to practically demonstrate to profit and nonprofit private sector developers (including kastom landowners) in Vanuatu that it is economically, environmentally, and socially feasible to undertake commercial subdivisions that are affordable by lower-middle income earners1 and meet the standards required by the national Subdivision Policy.

The purpose of the assignment is to provide specialist policy, legal and marketing assistance to MoLNR to achieve this objective and to document the precedents set. The consultant will also provide feasible options and milestones for GoV to prepare and adopt a policy on the roles and responsibilities of public and private sectors in land development, and on the government ministry/public agency most appropriate to have primary responsibility for development of public (government) land. Technical assistance will also provide review and offer business model advice to nonprofit developers including the VNPF and Vanuatu Teachers’ Union, and, recognizing the dual kastom and formal nature of land ownership, investigate the feasibility of forming community (village) trusts under the Strata and Community Title Act as another potential partner or land development at Etas.

The delivery of the services will be provided over 150 person days over a period of 9 months with the estimated commencement date in February 2024. Delivery of all services must be in consistency with the Terms of Reference (TOR) referred to in this REOI.

The Ministry of Lands and Natural Resources now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

Essential Criteria’s:
Qualifications, Experience, and Skills Required.

To adequately address the Terms of Reference, it is anticipated that the following professional disciplines and indicative levels of effort will be required to carry out the assignment. Bidders, in writing their proposals, should make their own estimates of resources required to complete the assignment satisfactorily. The Consultant’s team may include both international and local Consultants.

Team Leader (Urban Planner, Property Valuer, or similar relevant professional standing).
With relevant urban planning degree or registered property valuer or similar. At least 10 years’ experience, with substantive experience in urban residential development, including analysis of costs and financing options and policy preparation and advisory work. Must be knowledgeable and have a deep understanding (more than five years) of the residential property market in similar environments to Greater Port Vila. Familiarity with government structures and processes, similar to MoLNR.

Housing Finance Specialist/Economist.
Degree from a recognized tertiary institution in urban planning, architecture, economics. At least 10 years’ experience in developing countries in land and housing policy formulation, and design, implementation and financing of low-cost land and incremental/self-housing projects, and work with land and housing market actors are requirements. Demonstrated ability to bridge the communications gap between public and private sectors is required. Experience in Vanuatu or other Pacific Islands an advantage.

Land Administration Specialist.
Relevant degree from a recognized tertiary institution in land surveying, urban planning, land management, property law, or similar, and at least eight years’ experience in land administration and cadastral systems. Pacific Island experience an advantage. Must demonstrate familiarity with a range of land registration processes including customary or community title.

All key consultants:

  • Knowledge and expertise in environments similar to Greater Port Vila.
  • Demonstrated ability to work successfully in multicultural team environments.
  • Good written and communication skills in English with French an advantage.
  • Self-reliant and well organized.
  • Demonstrated capacity to manage tasks independently and meet tight deadlines.

Desirable:

  • Previous evidence in the successful implementation of similar services in Vanuatu, or a similar Pacific context.

Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.15, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant firm will be selected in accordance with the Consultant Qualification Selection method set out in the Procurement Regulations.
