Full-Time REGULATORY FINANCIAL ANALYST
Job Description
Utilities Regulatory Authority (URA) is readvertising to recruit a ‘Regulatory Financial
Analyst’. This is a permanent position with the URA, subject to initial 6 months’ probation period.
The Regulatory Financial Analyst will report directly to the Manager Regulatory Economics
and Accounting Division.
Successful candidates must meet the following requirements:
- A Bachelor’s Degree or Master’s (an advantage) in Finance or Accounting or Economics/Econometrics or Business Finance.
- Have at least five to seven (5-7) years of experience in financial and/or audit analysis in Government OR private sector ie. Banking and accounting firms OR NGO or Development Partner OR a Utility.
- Ability to interpret company audited financial statements and general ledgers.
- Strong analytical skills in the areas of economics and finance.
- Advanced Proficiency in Microsoft Applications.
- Sound understanding of International Financial Reporting Standards, Auditing Standards and Procedures.
- Undertake financial analysis of regulated utilities finances, accounting and financial records.
- Produce report from analysis undertaken of regulated utilities financial position, performance & cash flow.
- Provide sound financial advice on regulated utilities financial and technical performance and position.
- Ability to undertake a cost of service analysis, rate of return analysis and analysis of utility revenues.
- Ability to undertake Research and Benchmarking; and
- Ability to work as part of a team and also under minimal supervision.

About the Utilities Regulatory Authority
The URA was set up under the Utilities Regulatory Authority Act No. 11 of 2007 (as amended). The Authority acts independently of the Government and its primary purpose is to increase access to safe, reliable, and affordable electricity and water services, and to promote the long-term interests of consumers throughout Vanuatu. In addition, the Authority assists in resolving consumer complaints and disputes and advises the Government on matters related to electricity and water. It also reviews tariffs under the rules of the Concessions Agreements and relevant legislation.
