Full-Time REGULATOR – TRBR
Job Description
The Minister in charge of ICT, through the Office of TRBR, wishes to recruit a new Ni-Vanuatu Regulator in accordance with section 4 and section 5 of the TRBR Act.
The Role
The Role of the Regulator under section 7 of the TRBR Act in general is to regulate the Telecommunications, Broadcasting, and Radiocommunications market. The Regulator is to also advise the Minister as to, policy, making of regulations; and such other matters as the Minister may request; and implement, facilitate and enforce the provisions of TRBR Act;
Required Experience and Qualifications
The applicant should have the following combination of qualifications and experience:
- At least 10 years’ experience in telecommunications and/broadcasting industry;
- A Minimum Masters qualification from a recognized institution on Telecommunication, Law, Economic or other relevant fields, relevant Operational qualification combined with experience;
- At least 5 years of relevant work experience in a Regulatory environment, ideally in telecommunications or Broadcasting;
- Must be fully trustworthy, independent of any outside influence, of exemplary character and display exemplary conduct, and have no record of inappropriate or fraudulent behavior;
- Must not be affiliated with any political party,
- Must not be an officer or a director of any licensee/Operator in Vanuatu as per 5 (1)(a) of TRBR Act.
- Demonstrated high-level management and analytical skills in decision making and delivery;
- Sound understanding and experience in the technical aspects of Telecommunications and Radiocommunications, and in regulation of that sector;
- Demonstrable, excellent representation, verbal, written and presentation, communication, and reporting skills;
- Demonstrated experience and ability to work in a high-level, fast paced and ever changing environment, whilst ensuring that all objectives and desired outcomes are achieved – on time and with high quality;
- Possess the skill-sets, experience and confidence to provide sound and appropriate advice and guidance to high level Government officials, including matters that may progress to policy and regulation development.
- The Regulator must possess demonstrable high-level corporate governance risk management knowledge, experience and skill-sets including sound financial management and experience.
Desirable skill set for this position
Other desirable skill-sets necessary to fulfil the role of the Regulator include:
- Detailed knowledge of the role of Regulator and the responsibilities of the position,with the regional and international environment of telecoms and broadcasting Regulators and regulation;
- Knowledge and appreciation of cultural and geographical dynamics of Vanuatu, and the Pacific region;
- Sound and demonstrable knowledge of the broadcasting and telecoms market, operators and service suppliers in Vanuatu;
- Understanding the role and needs of consumers and users of telecoms and broadcasting services and products.
Language
The candidate for the Regulator position must be fluent in English, Bislama, and French is desirable.
