Full-Time RECOVERY PROGRAM MANAGER – NATIONAL COUNTERPART

CARE International in Vanuatu is implementing a complex multi donor funded recovery program for TC Harold and the impacts of the COVID-19 pandemic. CARE, in partnership with the Vanuatu Society for People with Disabilities (VSPD) and in close collaboration with the Vanuatu Christian Council (VCC) and the Vanuatu Red Cross Society (VRCS), is working in Pentecost and Ambrym on a recovery program that focuses on shelter (build back better), gender (women’s leadership and gender and protection), and Communication and Community Engagement (CCE). CARE has recruited an experienced expatriate Recovery Program Manager, and this positon will be a counterpart for that role.

CARE is currently looking for a National Counterpart to the Recovery Program Manager. The position is based in Port Vila, with frequent travel to Pentecost and Ambrym (up to 40% of the time).

You will work closely to support the Recovery Program Manager in leading the CARE Vanuatu response to impacts of the concurrent emergencies resulting Severe Tropical Cyclone Harold and COVID-19 Team, including managing all program implementation and supervising response and recovery team members.

The major responsibilities will be varied and will include:
1. Project Management

  • In collaboration with the Recovery Program Manager and other program team members, ensure the evolving context as relates to COVID-19, TC Harold recovery and potential new emergencies (eg cyclone season) is constantly monitored and assessed to ensure CARE’s program is appropriate and relevant to needs, always with a gender lens
  • Contribute to the development of new programming concepts and donor proposals
  • Coordinate the development of all related implementation plans and budgets within the framework of the agreed emergency response and recovery programme and strategy.

2. Program Implementation

  • Support Recovery Program Manager with the implementation of all funded emergency response and recovery programs, including project planning, budgeting, implementation oversight and direction, monitoring and program quality.
  • Support the recovery teams to have a sound understanding of the project goals and develop appropriate and effective workplans and implementation schedules.
  • Support the Recovery Manager to coordinate and monitor implementation to ensure projects are on track, on time and meeting deliverables, and that different sectoral activities are implementing in a coordinated and integrated manner.
  • Coordinate with the CARE Vanuatu Program Quality Team to ensure effective MEAL processes are implemented, in line with MEAL frameworks.
  • Support field teams to prepare and submit activity and progress reports in line with agreed schedules, and contribute to the drafting of high quality and on time donor reporting against all projects.
  • Work with the Program Quality Team to facilitate reflection and learning processes including an After Action Review.

3. Strategy and Leadership

  • Actively contribute to key clusters operational in the response, particularly the gender and protection cluster and the shelter cluster to advocate for clear cluster response strategies;
  • Work with the CARE Vanuatu Program Coordination Team to manage risks and overcome or adapt to challenges and obstacles.

4. Team Management

  • Line manage Team Leader(s);
  • Oversee and manage the work of all team members (including staff, volunteers, casual employees) including leading effective team work and productive team dynamics and relationships and ensuring regular team meetings and communications to support staff;
  • Ensure that all team members have a clear understanding of the Project Implementation Plan, and have clear workplans in place to achieve the plan;
  • Directly supervise any designated team members including providing advice and guidance, managing performance, effective administration of leave, budget and other approvals, and preparing annual planning and performance appraisals.
  • Together with the Recovery Manager, identify critical staff needs in the emergency response team and coordinate with HR on recruitment and other HR processes.

5. Budget Management

  • Support the Recovery Manager to ensure that field teams understand the project budget, and are contributing to the development of costed work plans, and expenditure monitoring in compliance with CARE’s financial manual and donor requirements.
  • Manage any cash advances in line with financial management procedures.

6. Representation

  • Develop and maintain effective relationships with relevant government ministries, women’s networks/organizations, local and international NGOs, the UN and other agencies at the national level; and
  • Represent CARE Vanuatu and program partners in relevant forums at national level including the Gender & Protection Cluster, and international level as required.

Required qualifications and skills:

  • Minimum Bachelor’s degree in Social studies, climate change, Disaster Risk Reduction (or equivalent) and/or minimum 5-7 years relevant work experience, preferably in community based development work and/or activity implementation with an International Non-Government Organisation (INGO);
  • Proven experience in project management;
  • Proven experience developing and delivering gender capacity strengthening initiatives;
  • Proven knowledge and experience working on emergency response or recovery projects;
  • Professional communication in Bislama and excellent English;
  • Demonstrated high level organisational and time management skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment;
  • Ability to develop high quality, concise reports and submission with accuracy;
  • Demonstrated decision making, problem solving, planning, analytical and influencing skills;
  • Strong representational skills including developing and maintaining networks and relationships with key stakeholders;
  • Proven ability to work safely and effectively with communities and vulnerable groups including at risk youth and children;
  • Fully conversant in Office applications, keyboard/data entry and numeracy skills
  • Demonstrated passion for gender equality and women’s empowerment and a commitment to CARE’s approach and values including ethnic diversity and cultural sensitivity.
