Job Description

The Vanuatu Qualifications Authority (VQA) is the national regulator of the post-school education and training (PSET) sector. The VQA regulates PSET courses and providers to ensure nationally approved quality standards are met.

The VQA is one of the key agents in the implementation of the national PSET Policy 2016-2020. The VQA is working in close collaboration with the Tertiary Education Directorate of the Ministry of Education and Training and with PSET providers to achieve the PSET Policy vision of: A sustainable, well-coordinated and inclusive PSET system that maximises access to relevant and quality assured qualifications that lead to improved economic, social and cultural development opportunities for all.

Purpose of the Position is:

  • The Quality Assurance Officer Assessment is to ensure that the internal assessment for qualifications in a particular learning area is highly credible and consistent with the
    national standards
  • Organise and facilitate capacity building of trainers/lecturers, assessors, moderators and relevant stakeholders in designing, conducting and quality assuring assessment
  • Oversee the processing status of all applications for approval of learner grades to ensure all applications are processed in accordance with the VQA assessment and
    moderation procedures.
  • Process applications and communicate with and report to providers about their application in accordance with the VQA assessment and moderation procedures
  • Engage and train potential external moderators and organize their appointment
  • Coordinate and facilitate external moderation panel meetings according to external moderation plan and write external moderation reports for each respective registered
  • Participate in the course accreditation and approval to deliver processes
  • Advise providers and any other stakeholders on any matters relating to assessment and moderation

The Successful Candidate must meet the following Position criteria:

  • Bachelor degree in the field of Adult Education, Teaching & Assessment and/or closely related field
  • Expertise in assessments and moderations
  • Experiences in analysis of documents, writing, reviewing and analysing reports, policies and procedures
  • Experience in organizing, coordinating and supporting committees and meetings, trainings and workshops
  • Demonstrate ability to analyse complex information and provide analysis to decision makers
  • Ability in working collaboratively with a colleagues and stakeholders
  • Computer literate and good command of Microsoft Office
  • Ability to maintain certain levels of confidentiality
  • Takes initiative and is a strong procedural worker
  • Analytical and practical thinker
  • Excellent cooperative behaviour with good communication and interpersonal skills
  • Self-motivated person with high standards of personal excellence
  • Respect of self and others and commitment to work and in helping others
  • Time management and ability to prioritise multiple tasks as well as work under own initiative
  • Loyal to the company s/he works for
  • Fast Learner
  • Fluent in English, Bislama or French
