Special Service Agreement (SSA) for Public Health Surveillance Officer

The Special Services Agreement (SSA) is to assist the Surveillance, Emergency Response and Research unit of the Ministry of Health on syndromic surveillance.
There are a large number of infectious diseases that circulate annually in Vanuatu that impact significantly on the health of the people. Due to changes in position of existing staff within the Unit, the Vanuatu Ministry of Health seeks to strengthen the disease surveillance and response activities within the ministry. it is proposed to establish a one year post for a Public Health Surveillance Officer. The post would be under an SSA contract in the WHO Country Liaison Office in the Ministry of Health of Vanuatu and would support the ongoing disease surveillance activities.

The Public Health Surveillance Officer will work under the National Disease Surveillance Manager and closely with the Ministry of Health specifically the Director of Public Health, staff at the World Health Organisation (WHO) Country Liaison Office in Port Vila, the Division of Pacific Technical Support (DPS) in Suva and the Western Pacific Regional Office in Manila. This Post will be funded by the WHO.

Salary: 99,625 Vatu per month 1,195,500 Vatu per annum
Government Salary scale: PS 4.1
Duty Station: Port Vila, Vanuatu
Duration: 26 October 2020 – 30 March 2021 (renewable)

Term of References:
The following Term of References (TOR) for the period in which the officer will be contracted under SSA is as follows:

  • To help facilitate the weekly receipt of data from the various national health facility sentinel sites, and to perform analysis of data and present them accurately in graphs, tables and narrative in the weekly syndromic surveillance report template;
  • To provide accurate and timely information each week and at other specified times, such as during disease outbreaks or natural disasters, for sharing with the Ministry (through the Director of Public Health and the Director General) and other key government and private sectors;
  • To assist the provincial health office, provincial health facilities and provincial health staff with the implementation of the syndromic surveillance system, as well as in disease outbreak investigations and outbreak responses;
  • Support the drafting and maintenance of standard operating procedures for the national syndromic surveillance system;
  • Assist with developing nationally relevant training and advocacy materials on disease surveillance and outbreak response;
  • In close collaboration with the relevant Vanuatu Ministry of Health units and other supporting agencies, such as WHO, SPC and the Pacific Public Health Surveillance Network, to generate, monitor, review and share information on public health surveillance;

Minimum Qualifications and Experience:

  • Professional qualification in medicine, public health or medical sciences;
  • Training in medical/scientific field work and epidemiology would be an advantage.
  • Experience with government administrative and finance system is an asset.
  • Minimum 2 years of experience in a related program area.

  • Excellent computer skills and a working knowledge of all Microsoft Office applications, databases, Internet, search engines, and email.
  • Strong planning and organizational skills, having the ability to handle multiple tasks independently with varying timelines.
  • Strong interpersonal skills, working positively and sensitively with staff, community members, and constituents.
  • Ability to work in the field under difficult environmental conditions.
