Full-Time PROPERTY AND ASSETS OFFICER

Job Description

The Reserve Bank of Vanuatu wishes to recruit one suitably qualified and experienced person for the position of Property and Assets Officer.

The position holder will report to the Property and Asset Supervisor and is placed in the Support Services Department of the Bank.

Duties & Responsibilities:
The position involves ensuring that all capital assets, property and maintenance work is attended to, on a qualitative standard according to engineer standards, specifications and schedules. The position is to ensure that any works commissioned by and for the Bank are carried out in line with terms of contract / terms of reference; to the required standard; meet agreed time scales and is within the agreed budget.

The position requires the ability to communicate effectively and efficiently with external stakeholders in the context of suppliers and approved service providers and contractors that render professional services and items to the Bank.
The position requires also negotiation skills for effective communication on service provider contract agreements with existing and potential new clientele and service providers;

Other duties and responsibilities include, but not limited, to the following:

  • Be responsible to assist the Property and Assets Supervisor in directing major contracted or maintenance work of building or office extensions for conformance to plans or specifications.
  • Understand the importance of and be able to consult with engineers for major building construction and, led by the Supervisor, provide appropriate advice to the Director.
  • Demonstrate ability to carry out inspections of major completed building work, repairs and extensions for conformance to propose building plans, specifications, and standards.
  • Have a sound and in depth understanding of and ensure that all Bank buildings, motor vehicles, machines and equipment, tools, office supplies and furniture are regularly maintained and in good marketable condition.
  • Must have the confidence and knowledge base to initiate an investigation on damages to RBV properties (building, equipment, Bank vehicles etc.) and able to prepare reports for Insurance cover and ensure yearly renewal of insurances and road taxes for Bank vehicles.
  • Assist to coordinate the Office’s budget preparation and developing work plan.
  • Demonstrate capability to analyze contract bids, quotations and submit bids and recommendations to the Unit Manager for endorsement before final approval to Director.
  • Make meaningful contribution to the development of relevant policies relating to asset management, motor vehicle, tender bids, safety and security. Provide ad hoc feedback on any changes to the policies.
  • Responsible for conducting performance evaluations of subordinates in the Unit.
  • To be able to, and/or be flexible to work after hours and;
  • Other duties as may be assigned from time to time.

Qualification/Requirements:
A degree holder from a recognized University in Management and or Civil Engineering (Building), with related experience or training and or equivalent combination of education and experience in the above field.

Understanding in Asset Management, Building Management, Project Management with some experience in Managerial position and has strong planning, organizational and control skills. Have some knowledge in budgeting and be computer literate.

At least three years of work experience with a reputable institution.
Competent in the use of Microsoft office tools including MS Words, Excel, Publisher and familiar with the use of the internet and MS Outlook.
