Full-Time PROJECT OFFICER – WOMEN’S RESILIENCE IN DISASTER (WRD)

CARE International in Vanuatu has a focus on Gender Equality, Disaster Risk Reduction (DRR) and Inclusive Governance.

We are looking for a Project Officer to join our Women’s Resilience in Disaster team based in Maewo.

The purpose of this position is to implement CARE Vanuatu’s Women’s Resilience in Disaster (WRD) work in Penama Province.

Your major responsibilities will be varied and will include:

  • Ensure the effective and efficient implementation of WRD project activities according to the activity plan and budget, including preparation of detailed budget requests for each field trip and activities;
  • Mobilise community members to participate in project inception activities;
  • Mobilise communities and facilitate trainings on updated WRD activities (including community sensitisation and gender-based violence risk mitigation activities, Finding your voice (and supporting training for men), Family Financial Management and good relationships free from Violence training)
  • Ensure good relationships with communities and local authorities;
  • Request and clear all field cash advances in a timely fashion in accordance with CARE Finance Policies and procedures;
  • Ensure good communication, coordination and information sharing with and between all CARE key staff; and
  • Ensure CARE’s programming principles, in particular fender and rights-based approaches, are applied in project activities.
  • Mobilise community members in input to a participatory Monitoring, Evaluation, Accountability and Learning (MEAL) framework as part of the project inception;
  • Plan and be responsible for weekly reporting of field activities;

EXPERIENCE AND QUALIFICATIONS:

  • Minimum technical diploma and/or vocational training in rural development studies, gender or agriculture and/or minimum 2-3 years relevant work experience, preferably in community based women’s economic empowerment work and/or activity implementation with an International Non-Government Organisation (INGO);
  • Fluent oral and written Bislama with excellent facilitation skills and good oral and written English;
  • Ability to analyse intricate information and produce concise and accurate reports;
  • Demonstrated high level organisational and time management skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment;
  • Demonstrate ability to take direction and to work as part of a team;
  • Demonstrated experience in following standard policies, procedures and processes;
  • A willingness to learn about CARE, gender equality and women’s empowerment activities;
  • Proven ability in managing a budget and/or cash; and
  • Good knowledge in Microsoft Office including Microsoft Word and Excel, with Key board / Data entry and numeracy skills.
