CARE International in Vanuatu has a focus on Gender Equality, Disaster Risk Reduction (DRR), and Climate Change Adaptation (CCA), Humanitarian Preparedness and Emergency Response.

The Inclusive Governance project is a pilot project to test new approaches to working with communities and Area Councils to strengthen inclusive planning processes. The project will work with communities, Area Council(s), Tafea Province and the Department of Local Authorities aiming to increase active engagement of communities in Area Council development planning processes and positively influence implemented service delivery.

To lead on the start-up and then implementation of the project, CARE is recruiting for a Project Manager – Inclusive Governance for this project.

Your major responsibilities will be varied and will include:

  • Lead the adaptation of the Community Score Care (CSC) methodology to support and add value to Area Council planning processes, in line with Decentralization.
  • Provide leadership to the project teams, including ensuring all staff have a strong understanding of their role and their contribution and accountability to deliver on program goals
  • Lead on planning and coordinating startup of the inclusive governance project
  • Ensure effective and accountable budget management of project budgets

Required qualifications and skills:

EXPERIENCE AND QUALIFICATIONS:

  • Minimum Bachelor’s degree in Development Social studies, Gender, or Health or equivalent projects and/or minimum 5-7 years relevant working experience, preferably in an International Non-Government Organisation (INGO)
  • Excellent written and oral communication skills in both Bislama and English
  • Proven experience in managing projects through all stages of the project cycle
  • Demonstrated experience in effectively leading, people management and motivating a team
  • Demonstrated strong leadership, decision making, problem solving, planning, analytical and influencing skills
  • Demonstrated high level organisational and time management skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in complex environment
  • Demonstrated honesty, maintaining confidentiality, reliable and trustworthy
  • Representational skills including developing networks and relationships with other key stakeholders
  • Proven understanding of working with an International Non-Government Organisation (INGO) and a willingness to learn about CARE, gender equality and women’s empowerment activities.
  • Fully conversant in MS Office with knowledge of MS Word and Excel
