Role Description: Project Manager – Transparency International Vanuatu
Position Title: Project Manager
Location: Port Vila, Vanuatu
Reports To: Chief Executive Officer
Direct Reports: Project Officers, Field Coordinators, Volunteers
Contract Type: Fixed-term (to the end of Project, 31 December, 2028)

1. Organization Overview

Transparency Vanuatu (TV) is a non-governmental, non-partisan organization dedicated to promoting transparency, accountability, integrity, and good governance across Vanuatu. Established in 2001 as the national chapter of Transparency International, TV works to combat corruption and strengthen democratic values through advocacy, civic education, legal assistance, and community engagement.
The Project Manager supports programme delivery through strong coordination, stakeholder
engagement, project oversight, and reporting.

2. Role Purpose

The Project Manager leads planning, delivery, monitoring, and reporting of assigned projects, ensuring alignment with organizational strategies, donor obligations, and community needs.
The role requires strong project management skills, stakeholder engagement experience, and an understanding of Vanuatu’s governance and community context.

3. Key Outcomes

  1. Projects implemented on time, within scope, and within approved budgets.
  2. Strong partnerships maintained with government, communities, donors, and CSOs.
  3. Compliance with donor, financial, and organizational policies.
  4. High-quality reporting delivered, including results, lessons, and risks.
  5. Field teams supported and supervised, with clear performance expectations.
  6. Effective monitoring and evaluation systems maintained to inform programme decisions.
  7. Maintenance of the Organization’s official website.

4. Key Responsibilities

A. Coordinate Project Planning & Implementation

  • Lead in Developing detailed project workplans, budgets, and timelines.
  • Lead day-to-day implementation of field activities.
  • Ensure project milestones and deliverables are met.
  • Identify risks early and implement mitigation actions.

B. Stakeholder Engagement

  • Maintain strong relationships with communities, local authorities, line ministries, partner CSOs, and donors.
  • Coordinate consultations, workshops, and community engagements.
  • Represent the organization at sector meetings, working groups, and project forums.

C. Programme & Financial Management

  • Work with Finance Officer to ensure activities align with approved budgets.
  • Monitor expenditure and work with Finance to maintain compliance.
  • Ensure procurement follows organisational policy.
  • Work with Finance Officer to Support donor audits as required.

D. Monitoring, Evaluation, Accountability & Learning (MEAL)

  • Collect and verify field data for monitoring and evaluation.
  • Contribute to baseline studies, assessments, and progress reviews.
  • Document lessons learned and success stories.
  • Ensure communities are informed and have accessible feedback channels.

E. Reporting & Communication

  • Work with Finance Officer to prepare monthly, quarterly, and annual project reports.
  • Work with Finance Officer and CEO to provide donor-compliant financial and narrative reporting.
  • Draft communication materials (case studies, briefs, updates) for donors and stakeholders.

F. Staff Supervision & Capacity Building

  • Supervise and mentor project staff and volunteers.
  • Conduct regular team meetings and performance check-ins.
  • Build capacity in project management, documentation, and community engagement.

5. Qualifications & Experience

Essential

  • Bachelor’s degree in development studies, project management, public administration, or a related field.
  • Minimum 3–5 years’ experience managing community or governance projects in the Pacific.
  • Strong understanding of Vanuatu’s socio-political context and CSO environment.
  • Experience managing donor-funded projects (e.g., DFAT, MFAT, EU, UN).
  • Demonstrated reporting, budgeting, and stakeholder engagement skills.

Desirable

  • Experience in anti-corruption, governance, transparency, or community accountability programs.
  • Experience managing outreach in remote islands.
  • Experience leading multidisciplinary teams.

7. Salary Range (Indicative – Port Vila Market Rates)

For mid-management CSO project roles in Vanuatu:

  • 2.5 to 3.5 million vatu annually depending on experience, sector, and donor funding.
