The Program Quality Officer as part of the Program Quality team will work to ensure the effective design and regular review of program activities, approaches, strategies and lessons learned to ensure the efficiency, effectiveness and sustainability of program activities. The Program Quality Officer will be responsible for supporting teams and partners in the design, development and implementation of program monitoring, evaluation, accountability and learning frameworks and plans.

CARE in Vanuatu is looking for a Program Quality Officer to be based in our Pentecost office and will travel frequently to field sites. Some travel to field offices and to regional workshops maybe required.

Your major responsibilities will be varied and will include:
1. Program design, monitoring, evaluation, accountability and learning (DMEAL) systems support:

  • In collaboration with the Program Quality Manager and relevant project/partner staff, support the good quality design and development of comprehensive monitoring, evaluation, accountability and learning frameworks, and detailed plans for each project.
  • Support the Program Quality Team to strengthen and standardize complaints and feedback mechanisms across all projects, and align the use of these mechanisms with MEAL frameworks.
  • Organise meetings or training as needed to provide training to project/partner teams on MEAL frameworks and monitoring tools to support all teams to follow their MEAL frameworks.
  • Support program teams to collect and analyse monitoring data, and to maintain good quality record keeping for all data.
  • Undertake regular visits to support teams in monitoring, analysis of information collected and make appropriate recommendations to project staff to strengthen their use of MEAL tools and data collection and analysis.
  • Organise and prepare budgets for monitoring and evaluation support visits, as required.
  • Facilitate and/or participate in regular reflection, learning and reporting workshops with the program team/partners as required.
  • Support Project Managers to develop high quality reports and case studies that illustrate program progress and impact.
  • Contribute to the completion of donor and CARE International PIIRS reports, by supporting staff to ensure accuracy of all project data.
  • Participate in reviews of policies and contribute suggestions for strengthening policies as required.
  • Support the Program Quality Unit Manager to develop and update training materials for policies
  • Facilitate regular trainings and awareness sessions on prioritised program policies, including but not limited to child protection, PSHEA and social media.

Required qualifications and skills:

  • Minimum diploma and/or vocational training in monitoring and evaluation, development studies, program management and/or minimum 2-3 years relevant work experience, preferably in monitoring and evaluation preferably with an International Non-Government Organisation (INGO) and working alongside local partner organisations.
  • Good communication, facilitation and translation skills in Bislama and good English.
  • Proven experience in training and facilitation and support of others in the development of DMEAL frameworks/plans.
  • Experience working with local organisations in Vanuatu, supporting them to implement projects and develop M&E plans as well as to develop partnerships and identifying support needs.
  • Ability to analyse information and accurately communicate/report on findings.
  • Demonstrated ability to take direction and to work as part of a team.
  • Demonstrated high level organisational and time management skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment.
  • Demonstrated experience in following standard policies, procedures and processes.
  • A willingness to learn about CARE, gender equality and women’s empowerment activities.
  • Proven ability in managing a budget and/or cash.
  • Ability to use google apps or Microsoft Office tools such as Microsoft word, Power Point and Excel, Kobo an asset
