PROGRAM OPERATIONS MANAGER

Are you a strategic leader with a passion for operational excellence and humanitarian impact?

World Vision Vanuatu is seeking an experienced Program Operations Manager to lead and oversee our multi-sectoral project portfolio, ensuring timely, high-quality, and accountable delivery that supports Child Wellbeing across the country.

Key Responsibilities

  • Lead Program Operations: Work with Portfolio Managers and Area Program Manager to oversee decentralized teams to deliver projects on time, on target, and to specification
  • Drive Performance & Accountability: Develop and enhance systems for performance management, risk mitigation, and financial oversight
  • Mentor & Empower Teams: Support local managers in navigating interdepartmental processes and co-creating solutions
  • Ensure Quality & Compliance: Collaborate with technical and quality assurance teams to uphold standards and improve implementation
  • Engage Externally: Represent World Vision Vanuatu in coordination with government, donors and other NGOs to position the organization as a partner of choice

What We’re Looking For…

  • Proven leadership in humanitarian or development operations
  • Strong background in risk management, and team development
  • Excellent stakeholder engagement and communication skills

Knowledge/Qualifications for The Role

  • Preferred Masters, but acceptable bachelor’s degree in international development, business administration, social and agricultural development studies
  • A minimum of 7 years’ experience in humanitarian and development practice, with at least 5 years in management positions
  • Strong leadership skills with demonstrated experience (i) leading/coordinating decentralized, multi-sector teams; (ii) development/improvement of performance management systems; (iii) government engagement
  • Experience in external engagement with NGOs, donors, private sector, etc. with the ability to represent the organization to a variety of stakeholders in a range of forums
  • Excellent oral/written and interpersonal skills
  • Confident communication and documentation skills
  • A team player with leadership qualities, excellent flexible project management skills, organization and dependability
