Contract PROCUREMENT SPECIALIST

Job Description

Scope of Work

A Procurement Specialist will be engaged to support with procurement across all the project outputs and ensure timely implementation of project activities working closely with other PST consultants, consulting, and non-consulting service providers and in compliance with the requirements of ADB and Government of Vanuatu.

Detailed Tasks and/or Expected Output

The responsibilities of the consultant working with VPMU, will include but are not limited to the following:

(i) Assists the VPMU, EA and IAs in ensuring timely and quality procurement of the works, goods, and consulting services.
(ii) Assists the VPMU, EA, and IAs in reviewing bidding documents for civil works, goods and consultancy contracts following the agreed procurement plan before these documents are submitted to ADB.
(iii) Assists the VPMU and IAs in monitoring the implementation of procurement activities including updating of the procurement plan if necessary and reviewing all aspects related to contract management.
(iv) Updates procurement risk assessments and put in place appropriate review and supervision processes and thresholds to mitigate risks
(v) Performs other duties as required to ensure effective and efficient project delivery.

The consultant will report to VPMU and concerned implementing agencies during the course of the assignment. The consultant will also work closely with the rest of the PST and other project consultants and will be supervised by the Social Protection Specialist/Team Leader.

The consultant will be engaged intermittently for 34 person-months for a period of 4 years. The continuation of the contract is subject to annual performance evaluation by the government. The estimated commencement of the assignment is in March/April 2022.

Minimum Qualification Requirements

The qualifications for the consultant include the following:

(i) Bachelor’s degree in finance, accounting, or related field;
(ii) at least 5years of general work experience;
(iii) at least 3 years of experience in public procurement and financing practices and procedures with experience in drafting contractual agreements and related documents and resolving issues that may arise during public procurement;
(iv) demonstrated experience across all aspects of procurement management;
(v) excellent oral and written skills in English; and
(vi) excellent interpersonal relations, planning, coordination, and teamwork skills. Prior experience in working with ADB or other international development organizations will be preferred.
