1. Background
A long-term vision of the Government of Vanuatu (GoV) is to provide potable water, sanitation, roads, drainage and electricity to low-income households for the largest number of citizens. To address this, the International Development Agency is supporting the GoV with the Vanuatu Affordable and Resilient Settlements Project (VARS). Aims of the Project include: (a) basic area upgrading of four informal settlements (Ohlen Mataso, Seaside, Tokyo and Anamburu); (b) developing a 10 ha ‘sites-and-services’ (greenfield) lower-middle income residential area subdivision; (c) expansion or rehabilitation (as required) of off-site infrastructure focusing on flood management, mitigation; and (d) implementing measures for transformative institutional capacity strengthening of responsible Government of Vanuatu and sub-national agencies for planning, financing, and improving human settlements.

The Project will be implemented by the Ministry of Lands and Natural Resources (MoLNR), supported by the Ministry of Internal Affairs (MIA), Ministry of Infrastructure and Public Utilities (MIPU), the Department of Environmental Protection and Conservation, Shefa Provincial Council, and Port Vila City Council.
The development objective of the Project is to (i) improve access to and resilience of infrastructure and services in selected settlements, and (ii) strengthen relevant public
institutions’ systems to manage human settlement. The project will involve four components as follows:

3. Purpose of the Assignment
The Procurement Specialist (Consultant) is responsible for the overall management of all procurement activities under the VARS. The PS will follow the agreed procurement arrangement as outlined in the Project Appraisal Document (PAD), the Financing/ Grant Agreement, the World Bank Procurement Guidelines and Regulations for Goods, Works, Services and Non-Consulting Services together with Vanuatu’s procurement laws and regulations in delivering the objective.

Therefore, the Ministry of Lands and Natural Resources, Project Management Unit (PMU) seeks to invites eligible and interested consultants or individuals to indicate their interest in the Procurement Specialist position. Interested Consultants or individuals should provide information demonstrating that they have the required qualifications, knowledge and skills and relevant experience to perform this service.

All application will go through a selection process and the successful candidates will be notified to attend an interview via Zoom. After the applicants are interviewed, only one candidate will be selected as the successful candidate for this position.

This is an exciting opportunity for locals who have the knowledge of the World Bank and Vanuatu Government procurement processes to take up this opportunity or anyone outside of Vanuatu who has the better knowledge of World Bank procurement process and STEP.
