CARE in Vanuatu is looking for PROCUREMENT OFFICER to be based in our Port Vila Office with possible travel required to other sites.

Your major responsibilities will be varied and will include:
1. Compliance

  • Ensure adherence to all procurement CARE policies, donor requirements and procedures;
  • Ensure that compliance with policies is documented through systematic and random verifications of policy implementation and procurement records, based on a schedule agreed with the line manager.
  • Procurement Management
  • Represents CARE externally to suppliers, vendors, service providers, customs (under the supervision of the line manager);
  • Maintains and develop strong internal and external relationships;
  • Responsible for the daily coordination of CARE Vanuatu procurement, including deliveries from suppliers;
  • Ensure procurement operations proceed rapidly and accountably to guarantee the timely implementation of the project in line with project schedules;
  • Conduct regular market surveys in key procurement categories to ensure that CARE is receiving best value of money;
  • Coordinate closely with project teams to ensure procurement plans are share and procurement team have a shared understanding of technical requirements and specifications;
  • Ensure all Purchase Request (PR) are completed with specifications, unit cost and project codes before submitting for approval;
  • Collect quotations and bids from appropriate sources ensuring adherence to the CARE Vanuatu procurement thresholds and submit comparative bid analysis to line manager for review;
  • Interact with selected vendors in coordination with senior managers in Vanuatu with respect to project procurements;
  • Enter all completed Purchase Request (PR) into the PR Tracking sheet and update in a weekly basis and send to line manager for review; and
  • Maintain all procurement files with completed documentation.

Required qualifications and skills:

  • Minimum technical diploma and / or vocational training in procurement, inventory and asset management and / or minimum 2 years relevant work experience, preferably in procurement with an International Non- Government Organisation (NGO);
  • Excellent communication skills in Bislama and intermediate (very good) in English;
  • Ability to support the coordination of the procurement function with integrity and implement procedures and processes, with minimal supervision;
  • Knowledge of relevant Vanuatu Custom, procurement and tax laws;
  • Demonstrated high level organisational and time management skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment;
  • Demonstrate strong leadership, decision making, problem solving, planning and attention to detail;
  • Demonstrate honesty maintaining confidentiality, reliable and trustworthy;
  • Demonstrated ability to take direction and to work as part of a team
  • A willingness to learn about CARE, gender equality and women’s empowerment activities;
  • Proven ability in managing a budget and / or cash
  • Intermediate (Very good) in Microsoft Office with knowledge in Microsoft word and excel and excellent numeric skills;
