Policy and Communications Coordinator

JDF

Location: Vanuatu Association of NGO’s (VANGO), Port Vila
Salary: Up to VUV 80,000 per fortnight (excluding VNPF and benefits), based on skills
and experience
Contract Duration: Initial period 18 months, with possibility of extension

Reporting:
The Policy and Communications Coordinator will report directly to the Chief Executive
OƯicer of VANGO. The Coordinator will also oversee the work of one Communications
Intern to be appointed in the coming months.

Role Overview:

The Vanuatu Association of NGOs (VANGO) is the umbrella body for civil society organisations in Vanuatu. A central role within VANGO’s mandate is to strengthen inclusive, coordinated, respectful and informed civil society engagement with government policy and legislation. With extensive networks across Vanuatu, VANGO works to ensure that the voices of diverse communities — including women, people with disabilities, and grassroots communities — are represented in national planning and policy processes.

VANGO is now seeking a motivated and skilled Policy and Communications Coordinator to join our team. As a new position, this is an exciting opportunity to contribute to meaningful governance and civil society work in Vanuatu.

The primary focus of this role is in leading VANGO’s Community-Based Research project centred on gathering lived experience of disaster recovery. In addition, the successful candidate will also provide coordination support for VANGO’s other policy engagement and communication activities.

Key Responsibilities:

  • Coordinate and facilitate VANGO’s community and civil society level research and
    consultation activities to generate insights into experiences of disaster recovery as
    well as on other topics relating to social and environmental policy. This is to include ensuring that there is equitable representation of diverse groups such as women, people with disability, youth, elderly, geographically vulnerable, and remote communities;
  • Prepare short research reports summarising findings and recommendations to Government and key stakeholders
  • Undertake donor reporting activities including completion of progress reports, regular check ins and submission of final reports.
  • Coordinate communications and public awareness activities utilising VANGO’s digital platforms and traditional media partners
  • Lead the development of policy submissions and briefs to be submitted to relevant Government ministries and stakeholders
  • Assist with capacity-building activities for VANGO staƯ on communications and policy engagement

Position Requirements:

Essential

  • Tertiary qualification in policy, communications, social sciences, developme studies, or a related field (or equivalent experience)
  • Demonstrated experience in research, analysis, community engagement and/or communications in Vanuatu or the Pacific region
  • Experience working with NGO networks or organisations with the ability to engage respectfully and eƯectively with all stakeholders
  • Strong written and verbal communication skills in English and Bislama
  • Strong organisational skills and ability to manage multiple workstreams and deadlines
  • Commitment to inclusive development, particularly around gender equity and disability inclusion
  • High ethical standards – VANGO implements a zero-tolerance approach to SEAH violations and fraud.

Desirable

  • Experience with community-based research or participatory approaches
  • Experience in a Coordination position with experience managing staƯ or interns
  • Experience working with NGO networks or organisations
  • Proficiency in French
  • Understanding of Vanuatu’s governance, policy, and civil society landscape
