CARE International in Vanuatu is implementing a multi-sector program in Vanuatu, supporting communities in the areas of Gender Equality, Resilience and Inclusive Governance. CARE also implements Humanitarian Response and Recovery Programs.

CARE in Vanuatu is looking for a Partnership Manager to be based in our Port Vila Office with some travel to Tanna. to field sites. Some travel to field offices and to regional workshops maybe required. The position will work closely with the Partnership Coordinator, Program Managers and the Program Director.

Your major responsibilities will be varied and will include:

  • With direction and support from the Country Director and Program Director and in consultation with Project Managers, update and finalize CARE’s Partnership Strategy, ensuring alignment with CARE’s Long Term Program Strategy, localization plans and Country office priorities.
  • Lead on the development of annual plans reflecting priorities and actions required to implement the partnership strategy.
  • Provide quarterly reports on the status of partnerships for the Vanuatu Country Office base on guidance from the Program Director
  • Promote awareness of CARE’s partnership principles and ways of working with partners, ensuring partnerships are trusting and respectful, and establishing mechanisms for partner feedback.
  • Demonstrate a passion for gender equality and a commitment to CARE’s approach and values including ethnic diversity and cultural sensitivity.
  • Support the development of partnership strategic and financial agreements in collaboration with the program Director and relevant program managers.
  • Ensure clarity of roles and coordination within CARE with regards to engagement with partners and that these are documented for each partnership.
  • Oversee and manage partnership strategic and financial grant agreements defining the roles and responsibilities of both CARE Vanuatu and its partners across multiple projects, including how the partnership will be monitored, reported on and adjusted in response to learning (including through Annual Partnership Health Checks).
  • Facilitate formal partner planning workshops and reviews, and ongoing informal meetings, with support from the Program Director and relevant Project Managers.
  • Oversee completion of partnership strengthening assessment processes in collaboration with the Partnership Coordinator, relevant consultants and CARE staff, and implementation of agreed Partnership Action Plans following up on recommendations for both CARE and the partner from these processes.
  • Monitor partner compliance with policies such as Child Protection and the Prevention of Sexual Harassment Exploitation and Abuse, including providing relevant training and support identified in Partnership Action Plans.
  • Oversee the adaptation of tools and resources to suit partners needs and ensure these are socialised across CARE, regularly reviewed and updated. This may include development of a “Partnership toolkit” of key tools and resources for use by partners and ongoing monitoring and reflection on learning.
  • Work closely with Project Managers and the Finance and Compliance Controller to manage, track and monitor partner financial expenditure and development of costed work plans.
  • Work closely with Project Managers to support partner financial acquittals in line with partner financial agreements and ensuring compliance with donor requirements.
  • Facilitate learning and networking among CARE’s staff and partners and sharing learning within CARE teams and programs on national and regional levels. This will include coordinating with Project Managers to run partnership learning events, annual reflections and planning and ensure these events are documented in collaboration with the Partnership Coordinator.
  • Facilitate partner engagement in national and regional learning and reflection opportunities in collaboration with relevant Program Managers,

Required qualifications and skills:

  • Minimum Bachelor’s degree in social studies, and/or minimum 5-7 years relevant work experience, preferably in community-based development work and/or activity implementation with an International Non-Government Organization (INGO);
  • Proven experience in project and partnership management.
  • Proven experience developing, maintaining and strengthening partnerships and organizations within a civil society context.
  • Demonstrated high level organizational and time management skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment.
  • Ability to develop high quality, concise reports and submission with accuracy.
  • Demonstrated decision making, problem solving, planning, analytical and influencing skills.
  • Strong representational skills including developing and maintaining networks and relationships with key stakeholders.
  • Proven ability to work safely and effectively with communities and vulnerable groups including at risk youth and children.
  • Demonstrated passion for gender equality and women’s empowerment and a commitment to CARE’s approach and values including ethnic diversity and cultural sensitivity.
  • Fluent oral and written Bislama and excellent in English.
  • Fully conversant in Microsoft office applications, with keyboard/data entry and numeracy skills.
  • Proven experience in facilitating workshops (trainings, inception workshops, lessons learnt  process)
  • Proven knowledge and experience working on gender equality, resilience, food security and livelihood projects.
  • Proven experience of project planning, and project compliance with HR and finance manual processes.
