VANUATU Aid for Trade – Enhance Integrated Framework TIER 1 & TIER 2

The Enhanced Integrated Framework (EIF) is a multi-donor programme that supports the Least Developed Countries (LDCs) to participate to the global economy by providing technical assistance to tackle supply-side constraints to trade. The EIF builds on the work of the Integrated Framework, in which Vanuatu participated between 2008 and 2010.
The goal of the EIF is to support the LDCs integration into the global trading system with a view to contributing poverty reduction and promote sustained, inclusive and sustainable growth and development through the strategic goals aimed at:
a) Strengthening trade institutions and policy mechanisms (eg. Mainstreaming trade into national development strategies);
b) Leveraging resources for the development of LDC trade through setting up structures needed to coordinate the delivery of trade-related technical assistance; and
c) Building capacity to trade, which also includes addressing critical supply-side constraints, and
d) Addressing specific cross-cutting issues that may serve as barriers to trade such as gender equality, inclusiveness, fragility and climate change, jobs, youths etc.

The Vanuatu Aid for Trade Management Unit of the Ministry of Tourism, Trade, Commerce, and Ni-Vanuatu Business (MTTCNVB) being the focal point of EIF in Vanuatu is seeking the services of a consultant to assist the Vanuatu Government assessing and evaluate the results and impact of Enhance Integrated Framework- TIER 1 and TIER 2 projects.

The successful applicant will possess the following qualifications, experience and skills:
a) Master Degree holder in economics, business, management. Backgrounds from other fields of studies are considered if the studies involved analytical methods;
b) Minimum of a five years working experience and preference in Vanuatu projects/ programmes evaluations, government reports or studies.

The evaluation will require the service of a consultant who should have the following experiences and skills:
a) Experience in previous project evaluations, ideally in trade-related programmes and projects;
b) Knowledge of, and experience in, applying qualitative and quantitative evaluation methods;
c) Data analysis and interpretations skills – inquisitive and critical mindset;
d) Excellent English writing skills;
e) Adherence to good and internationally recognised evaluation best practices, principles ethical, and standards and
f) Knowledge of the EIF and trade, particularly Aid for Trade, would be an added value.

The assignment will be based in Port Vila, Vanuatu. The project duration will require 50-60 working days. The project should start at the end of July 2021 and the report must be submitted by early October 2021. There is no restriction on the nationality, citizenship or current residence of the candidate.
