Contract MANAGER OF CORPORATE AND FINANCE DIVISION
Job Description
The Utilities Regulatory Authority (URA) is seeking to recruit a Manager of Corporate and Finance Division for a four (4) year contract commencing January 2024 – December 2028 and renewal once subject to performance.
The Manager Corporate and Finance Division will support and report directly to the CEO in all matters, providing facilitation, and organizational oversight of the CEO’s deliverables by coordinating the timely, compliant, and quality functioning and harmonized administration of the URA functions, consistent with the URA’s duties and obligations under the URA Act and laws of Vanuatu and the Terms of Reference for this position.
Successful candidates must meet the following minimum requirements:
- A bachelor’s degree in economics or finance or accounting or business finance and/or Administration or a closely related area from a recognized institution.
- Have at least five (5) years of experience at the management level in the regulatory environment of public Utilities such as telecommunications, water, and electricity.
- Knowledge of principles of utility regulation, utility industry structure, and organization (energy, electricity & water)
- Knowledge of regulatory commission rules, practices, policies, and judicial proceedings.
- Strong knowledge of institutional and public finance expenditure
- Strong public communication skills
- Strong written communication skills to convey technical policies, concepts, ideas, and research findings to Commissioners, Government, and the public.
- Strong interpersonal skills in building professional relationships with and among professionals of various disciplines (Finance, Economics, and Legal)
- Ability to work effectively with Commissioners, Government Ministries and Departments, donor partners, regulated utilities, other stakeholders, and the public.
