Job Description
Utilities Regulatory Authority (URA) is advertising to recruit a ‘Manager for its Engineering & Consumer Care Division (ECCD)’. The Manager Engineering & Consumer Care Division position is a contract position for a period of four (4) years with the URA, subject to a six (6) months’ probation period. The Manager Engineering & Consumer Care Division will report directly to the Chief Executive Officer.
Successful candidates must meet the following requirements:
- A Bachelor’s Degree or Higher (an advantage) in Electrical Engineering and Power Systems Engineering OR related field.
- At least seven years previous work in a supervisory position, administering technical operations in a business or utility; prior employment in a power or water utility would be advantageous.
- Ability to lead a technical audit and assessment of electricity and water network infrastructure and assets.
- Demonstrates good understanding and can analyse a utility’s capital investment plan.
- High level of familiarity with financial and economic evaluation of projects.
- Good understanding of utility regulation, including tariff determination.
- Demonstrates experience in utility regulatory requirements, concepts, practices and procedures.
- Ability to supervise and direct the activities of professional and technical staff working in the Engineering & Consumer Care Division.
- Ability to communicate timely and efficiently with stakeholder representatives at all levels of seniority.
- High capability to prepare and present information clearly and concisely in writing and orally.
- Demonstrates capability in project management and budget preparation.
- Sound analytical thinking, planning, prioritisation, and execution skills.
- Ability to work in a team.

About the Utilities Regulatory Authority
The URA was set up under the Utilities Regulatory Authority Act No. 11 of 2007 (as amended). The Authority acts independently of the Government and its primary purpose is to increase access to safe, reliable, and affordable electricity and water services, and to promote the long-term interests of consumers throughout Vanuatu. In addition, the Authority assists in resolving consumer complaints and disputes and advises the Government on matters related to electricity and water. It also reviews tariffs under the rules of the Concessions Agreements and relevant legislation.
