Contract IT CONSULTANT – SOFTWARE DEVELOPER
Job Description
The Ministry of Lands & Natural Resources (MLNR) is seeking to contract the services of a Consultant to develop the Vanuatu Land Information Management System (VLIMS). The Consultant will work closely with the MOL IT Section & OGCIO to develop the VLIMS and also work towards transferring knowledge, skills and promote experience to IT staff within MLNR with lasting benefits so that they can contribute to successful implementations plus learn to maintain the systems independently.
The Consultant will be providing services to the Office of the Director General and the ITC Manager of the MLNR.
The successful applicant will possess the following qualifications, experience and skills:
Education:
- BSc degree in Computer Science or relevant field
Experience & Skills: - Knowledge and interest in computer systems and the latest technologies
- Researching, designing, implementing, and managing software programs
- Testing and evaluating new programs
- Identifying areas for modification in existing programs and subsequently developing these modifications
- Writing and implementing efficient code
- Determining operational practicality
- Developing quality assurance procedures
- Deploying software tools, processes, and metrics
- Maintaining and upgrading existing systems
- Training users
- Working closely with other developers
Language skills:
- Proficiency in spoken and written English is essential.
The assignment will be based in Port Vila, Vanuatu. The Consultant will be contracted for an initial period of 11 months starting in March 2021 through to January 2022.
