Job Purpose
The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer is responsible for supporting the programme team and implementing partners to develop and implement the programme in line with Oxfam’s programme quality framework and monitoring, evaluation and learning standards, and for implementing programme quality and MEAL process for the programme. The MEAL Officer will be responsible to lead the generation, management and packaging of knowledge and learning across the programme and the GCJ Pillar.

Context
The Gender and Inclusion programme, developed as part of Oxfam in the Pacific’s suite of Inclusion Programs and specifically focused on the context of Vanuatu, will work in ways underpinned by Oxfam’s Pacific Values and strengths-based interventions, to address systemic and gendered issues of power and a lack of equality and diversity- particularly within civil society and governance institutions in Vanuatu. It will address some critical barriers to social, economic and political participation faced by excluded and marginalized groups such as women, people with disabilities and people of diverse Sexual Orientation, Gender Identity and Expression, and Sex Characteristics (SOGIESC) by resourcing organizations and networks run by and with them to challenge and change gender norms and to test and implement collective action solutions. It will work with women, men and people of diverse SOGIESC to create environments at multiple levels which enable and foster greater individual and collective agency; increase feminist leadership and creative problem solving driven by diversity; and increase the focus on accountability across Governance systems – especially with regard to community safety, sustainability and wellbeing.

This program aligns with and is responsive to Oxfam in the Pacific’s (OiP) Strategy 2020-2030. The Strategy seeks to address poor governance as both a cause and a symptom of inequality and as a problem which left unchecked, undermines other development gains through a failure to address co-indicators of inequality such as Violence against Women and Girls (VAWG) and inaction on Climate Change. This self-reinforcing cycle of poor governance has intersectional impacts on family, community and economic, political and cultural structures; therefore, programs developed under the Pacific Strategy will investigate and pursue transformative agendas. Programs will work particularly with civil society and to engage those who have traditionally been excluded and survived on the margins of society to increase skills, form supportive and enabling alliances, participate more fully as empowered citizens and hold duty bearers to account for their decisions and resource allocation.

The Pacific Regional Strategy speaks to the programmatic and operational direction for the new look Pacific Region given the changes.

Core Responsibilities:
Programme Support

  • Support the programme team to develop detailed implementation plans and reports.
  • Ensure that MEAL activities are planned and adequately budgeted for.
  • Coordinate with the Programme Partnership/Networks, Programme Officer and implementing partners to ensure the programme meet the required Oxfam, donor and PA standards and compliance.
  • Contribute to the design, implementation and use of research work as part of programme development or impact assessment.
  • Design and develop a gender disaggregated database for baseline and end line monitoring exercises relevant for the programme and other projects.
  • Assess whether the programme is reaching its target and inform Programme Manager when targets are not being met.
  • Work collaboratively with Programme team members to ensure cohesion and consistency of approach and that the programme is able to contribute to and benefit from organizational learning
  • Work collaboratively with existing Regional, OAU and OAo Quality Advisors to facilitate smooth sharing and learning across Oxfam’s GCJ programme and affiliates.
  • Other duties as required.

Monitoring, Evaluation and Learning

  • Lead in collaboration with the Programme Manager, implementing partners, Programme Partner/Network Coordinator and Regional Multi-stakeholder and Partnership Lead, the development of the programme Monitoring, evaluation, accountability and learning (MEAL) framework.
  • Lead in collaboration with Programme Manager, Regional Multi-stakeholder and Partnership Lead and implementing partners, the development of a robust knowledge and learning framework and ensure objectives of this are clearly captured as part of the monitoring, evaluation, accountability and learning framework.
  • Lead on programme monitoring and evaluation, data collection, best practices identification and dissemination of knowledge and lessons learnt among implementing partners, donors, other stakeholders and within the GCJ pillar.
  • In collaboration with Programme Officer and Programme Partners/Network Coordinator, work with partners to ensure proper identification of baseline and data collection, ensuring necessary data is being generated to evaluate the impact and efficiency as well as lessons learnt from programme activities.
  • Lead midterm and annual monitoring and evaluation and reflection processes with implementation partners and other stakeholders to constantly adapt and improve annual development plans as well as the overall programme.
  • Contribute to the design, implementation and use of research work as part of programme development or impact assessment.
  • Support the programme team and implementing partners to develop systematic and realistic monitoring tools that capture quantitative data to report on project performance indicators.

Capacity Building and Programme Quality assurance

  • Analyse programme reports and organise appropriate learning to disseminate key achievements and lessons learnt in collaboration with Programme Officer and Partnership/Network Coordinator.
  • Work with the Programme Manager, Programme Partnership/Network Coordinator and Programme Officer to strengthen MEAL standards, develop/refine tools for MEAL in line with programme design
  • Work to enhance capacity for quality programing through training of programme staff and implementing partners on different donor requirements in collaboration with the Regional ANCP Coordinator and OAU Contract Management Coordinator.
  • Work with Programme Officer and Programme Partner/Network Coordinator to support training and capacity strengthening of programme staff and implementing partners on data analysis and using this to inform report writing.
  • Support the Programme Partner & Network Coordinator and the Programme Officer in ensuring all gaps as identified during Partner Capacity Assessments are addressed, especially those gaps related to programme quality.
  • Work with Programme Officer and Programme Partner/Network Coordinator and implementing partners to identify areas where technical support to the programme and to implementing partners is required.
  • In consultation with Programme Partner/Network Coordinator, strengthen implementing partners’ capacity to develop change stories in reports.

Knowledge Management

  • Lead the generation, management and packaging of knowledge and learning for use to influence policy and the goof practice of collaboration, inclusion and influencing.
  • Develop in close collaboration with the Programme Manager, Regional Multi-stakeholder and Partnership Lead, Programme Partnership/Network Coordinator a knowledge and learning framework for the programme.
  • Develop and manage a knowledge management system for the project and ensure the system remains fit-for purpose by:
    – Monitoring the quality of routine data collection, analysis and reporting in easy to understand template and formats for multiple stakeholders
    – Providing technical advice and guidance to system users as required
    – Making recommendations for systems adjustment as required
  • Coordinating the dissemination of research and key findings in collaboration with the Programme Manager, Regional Multi-stakeholder and Partnership Lead

Business Services

  • Support MEAL and programme quality requirements within Oxfam
  • Undertake all job responsibilities in a manner consistent with all Oxfam HR policies and procedures including Diversity, Equal Employment Opportunity and Occupational health and Safety guidelines.
  • Monitor the budget and procurement relevant to the activities of this position, and report on the financial progress as part of programme reporting

Management

  • There is no staff reporting to this role
  • Ensure compliance of Oxfam’s policies and relevant sector codes of good practice
  • Participate in the development and review of programme policies and the review and development of the GCJ Pillar design
  • Review, monitor and mitigate risks associated with partner programme quality, ensuring regular and timely communication of issues to the Programme Manager
  • Ensure compliance of Oxfam’s finance processes, when involved in any financial transaction

  • Required to represent the networks component of the programme in Oxfam forums nationally and regionally

  • Assist in the seeking out of opportunities for publications of programme based case studies, reports and impact findings.

Essential

  • Experience in the development and implementation of programme quality, monitoring, evaluation and learning frameworks and impact assessments.
  • Experience and understanding of a range of approaches to programme planning, design, appraisal, monitoring and evaluation in long-term development, humanitarian or advocacy work and of developing integrated programme.
  • Experience producing reports and publications for a range of different audiences.
  • Experience supporting the capacity building of staff networks, including delivering appropriate outcome-focused training programmes.

Travel
The position is based in Port Vila, Vanuatu. The role may involve some travel to program sites of implementing partners and visits to rural communities – involving over-land 4-wheel drive vehicles, small boats and plane trips.
